Job Description

As a Financial Administrative Employee specializing in Payroll processing, you will be responsible for the accurate and timely processing of payroll for employees. Your duties will include maintaining payroll records, ensuring compliance with relevant laws and regulations, and collaborating with other departments to resolve payroll-related issues. You will also respond to employee inquiries regarding payroll matters and assist with audits as required.

  • Process payroll for all employees, ensuring accuracy and timeliness.
  • Maintain and update payroll records and employee data.
  • Ensure compliance with local labor laws and tax regulations.
  • Prepare payroll reports and assist with audits as required.
  • Respond to employee inquiries regarding payroll matters.
  • Collaborate with HR and Finance departments to resolve discrepancies.

In addition, you will be expected to collect and study information concerning internal and external occurrences relevant to payroll and financial administration, interpret Dutch legislation in the field, and make recommendations and give advice as needed. You will draw up reports and briefs, call attention to developments in the relevant policy area, and maintain contact with various internal and external stakeholders.

Tasks and Responsibilities

  • Collect and study information concerning internal and external occurrences relevant to payroll and financial administration.
  • Interpret Dutch legislation in the field, make recommendations, and provide advice.
  • Draw up reports, briefs, and provide advice on payroll and financial matters.
  • Call attention to developments and respond to movements in the relevant policy area.
  • Discuss with relevant stakeholders, assess procedures for user-friendliness, efficiency, and legal correctness.
  • Contribute to the development and implementation of plans of approach for payroll and financial processes.
  • Maintain contact with informants and meet with various internal and external stakeholders who provide information.

Who You Are

  • Detail-oriented and organized, with strong analytical skills.
  • Experience in payroll processing and financial administration.
  • Familiarity with payroll software and Microsoft Office Suite.
  • Strong communication skills in English and Dutch.
  • Ability to work independently and as part of a team.
  • Knowledge of the relevant section of the policy area and the related rules and regulations.
  • Insight into the functioning of public administration and the organization.
  • Skills in analyzing policy developments and drawing up policy advice, notes, and reports.
  • Skills in giving advice and evaluating (project) plans and requests.

Job Requirements

  • Bachelor’s degree in a relevant field such as Finance, Business Administration, or a related discipline.
  • A minimum of 5 years’ experience in payroll processing or financial administration.
  • 3 – 5 years’ experience with developing and facilitating payroll or financial policies.
  • Excellent written and oral communication skills in English and Dutch.

Additional Requirements

  • An assessment, case, and/or reference check may be part of the procedure. The selected candidate must provide a certificate of good conduct (VOG) and undergo medical evaluation for inclusion in the pension fund.
  • The following order of preference will be applied during the selection process:
  1. Employees of the Public Entity Sint Eustatius (internal)
  2. Residents from or currently living on Sint Eustatius
  3. Residents of the Caribbean part of the Netherlands
  4. All other candidates
  • A preference will be given to candidates who are locally based.
