We are currently recruiting a Managing Director, Head of IT EU in MUFG Bank Europe.
Your impact at MUFG
As Head of Technology, EU, you will have overall responsibility for management of Technology across Europe to support the organisation’s strategic and operational objectives. You will be responsible for the management, operation and development of the Function. Through membership of the EMEA Technology Management team, you will be expected to contribute to and report on short and long-term business planning and influence business strategy for the region.
The role will manage IT Operations, IT Delivery, IT Maintenance and IT Support of all in-scope entities. The IT teams provide specialist skills in supporting all aspects of systems support (maintenance of infrastructure and application landscape), developments and implementation of locally developed IT programmes and projects, ensuring initiatives developed and solutions delivered meet business objectives and provide a high-level of IT service in line with agreed procedures and service standards.

- Reporting structure: The Head of Technology, EU, has a hierarchical reporting line to the Chief Operations Officer (COO) for MBE, and functionally to the Chief Information Officer (CIO) for MUFG EMEA. The role holder delivers under a secondment agreement to MUS(EU).
- The role is identified as a Material Risk Taker position in the MUFG and EU entity structure.
The role includes the following:
- Planning and strategy development:
- Accountable for driving regional and global technology strategy execution, with a focus on supporting business-sponsored initiatives that promote commercial growth and innovation across the EMEA region.
- Partnering with counterparts across EMEA and the International Securities Group to identify and implement opportunities for cost optimisation, operational efficiency, and scalable business enablement.
- Ensuring alignment with the development and execution of the EMEA Technology strategy, while contributing to and embedding the Global MUFG Technology strategy.
- Championing the adoption of emerging technologies, including AI, cloud, and automation, to enhance operational resilience, reduce cost-to-serve, and improve service delivery across all business.
- Responsible and accountable for ensuring that the Function is appropriately organised and adequately resourced by staff with the appropriate skill set in order to achieve its strategic objectives.
- Lead and govern all systems investment activities, including full accountability for the Project Management Office (PMO), strategic investment planning, project and programme governance, and timely reporting to Head Office and other senior stakeholders.
- Function budgeting:
- Authority, accountability and responsibility to plan and prepare the Function’s annual budget and document budget expenditures.
- Responsible for supporting business divisions in achieving their revenue, P&L and Return on Capital targets.
- Operational Management:
- Responsible and accountable for delivering all IT services to branches in Europe.
- Authority and oversight to lead and direct the Technology Function in Europe, ensuring appropriate IT systems and controls are in place to allow the Technology Function to conduct its business in accordance with the Business Plan.
- Responsible and accountable for interacting directly with the business functions to gain a clear understanding of their business objectives and ensuring Technology across Europe is aligned to achieve those objectives.
- Responsible and accountable for providing robust challenge of the control framework within the first line of defence.
- Work in partnership with Information Technology for EMEA & Group / Head Office functions to ensure alignment and re-use of strategic solutions.
- Responsible for fully participating in all cross business initiatives to support the European business – from new product development to strategic infrastructure implementation.
- Own and deliver performance transparency through the development and reporting of balanced scorecards, KPIs, KRIs, and structured committee reporting cycles, ensuring alignment with strategic objectives and regulatory expectations.
- Oversight of external vendor/3rd party provider relationships critical to the entities.
- Responsible for providing highly effective Business Continuity plans for MUS(EMEA).
- Responsible and accountable for management of the entities’ IT Project/Change Management relationship.
- Appoint and directly manage Level 2 leaders, ensuring each has clearly defined responsibilities, measurable KPIs and SLAs, and is subject to regular performance reviews and documented development plans.
- Risk Management:
- As Head of Technology, EU, you will be responsible for monitoring, and taking action further to your delegated authority in respect of, the risk being run across the Technology Function for MUFG Bank branches in Europe.
- Technology Risk Management:
- Ensure that risks are understood, appropriately controlled and within appetite.
- Responsible for ensuring Technology services will not expose the firm to risks that would lead to a breach in MUFG’s regulatory obligations, significant disruption to business operations and detrimental service to MUFG clients leading to a deterioration client trust.
- Cyber Risk Management:
- Own and oversee the cyber risk management framework, including implementation and continuous improvement of vulnerability scanning, penetration testing, and crisis response protocols, ensuring alignment with regulatory expectations and internal risk appetite.
- Accountable for managing, maintaining and improving the necessary controls, processes and facilities to protect MUFG from any threats.
- Accountable for standardising the controls, processes and tools used in the region, providing standard defences for all our Technical platforms.
- Design and lead the cyber awareness and engagement programme, including delivery of phishing simulations, regional townhalls, and structured bottom-up feedback loops to embed a proactive, risk-aware culture across the Technology function.
- Regulatory compliance, affairs and change:
- Being accountable for evaluating, approving and establishing where necessary, appropriate operational and IT systems and controls to enable the Technology Function for MUFG Bank branches, Europe to conduct its business in accordance with agreed business plans within the International Business.
- Responsible and accountable for complying with, and ensuring that all staff under your responsibility (where applicable) comply with, MUFG Bank EMEA and MUS(EMEA)’s policies and procedures as well as all rules, laws and regulatory requirements emanating from any of the regulatory authorities to which the Function is subject.
- Accountable for ensuring enterprise-wide digital operational resilience in line with DORA, including the governance and oversight of ICT risk management frameworks, third-party ICT service provider controls, incident response and classification protocols, and ICT continuity testing.
- Maintain and evidence regulatory compliance by producing and reviewing monthly dashboards, SOX audit documentation, ITRMC minutes, and audit logs, ensuring all records demonstrate fulfilment of regulatory obligations.
- Controls and Compliance:
- Responsible for ensuring the Company’s compliance with internal risk and compliance requirements, controls and procedures, including but not limited to: overseeing that the above departments maintain systems and controls commensurate to its business and in line with regulatory requirements; personally, following all relevant policies and procedures, and ensuring those in your teams also follow policy and procedures.
- Responsible for complying with, and ensuring that all staff under your responsibility (where applicable) comply with, applicable MUFG policies and procedures as well as all rules, laws and regulatory requirements emanating from any of the regulatory authorities to which the Function is subject.
- Active participation and leadership in ITRMC, ExCo, EMC, IMC, ERMC, Audit Committee, and more.
- People:
- Authority for building (via recruitment, restructuring and internal development) a team of high-quality professionals that will achieve the objectives of the broader MUFG Group to leverage the strategic advantages.
- Accountable for ensuring that all staff in your remit are fully trained and understand what is required of them in order to do their jobs effectively, including ensuring that job descriptions, objectives/personal development and performance reviews are provided for all staff at least once a year in accordance with Human Resources requirements, continually monitoring their competency in order to meet the requirements of the relevant regulator’s training and competency regime, handling appropriately any grievance or disciplinary issues.
- Accountable for ensuring that any responsibilities that you have delegated to other staff are appropriately apportioned and controlled. Ensure that the staff in question have a clear understanding of these duties so as to ensure that the business and affairs of the function can be adequately monitored and controlled.
- Responsible for leading, directing, controlling, managing and developing staff within the Function to ensure that they understand their responsibilities and duties applicable to their roles; comply with the Function’s policies and procedures; and conduct themselves in a way which is commensurate with the entities’ values.

- Responsible for leading, directing and controlling the Function’s integration; taking responsibility for aligning and consolidating the Technology teams.
- Responsible and accountable for helping drive an MUFG values-led culture which is inclusive and diverse.
- Relationship with other functions and stakeholders:
- Foster strategic partnerships across Europe and the international MUFG network, actively collaborating through EMEATEC to identify and scale opportunities that drive business growth, operational efficiency, and cost optimisation.
- Champion cross-regional collaboration by working closely with technology and business counterparts across EMEA and the International Securities Group to align on shared priorities, challenge assumptions, and co-develop scalable solutions.
- Develop and maintain a robust skills and capability matrix across the Technology function that enables teams to constructively debate and challenge both technical and business assumptions, ensuring decisions are well-informed, risk-aware, and commercially sound.
- Ensure full alignment with the development and execution of the EMEA Technology strategy, while contributing to and embedding the Global MUFG Technology strategy through structured engagement and transparent reporting.
- Promote and accelerate the adoption of emerging technologies, with a focus on solutions that demonstrably improve operational resilience, reduce cost-to-serve, and support long-term strategic growth.

- Gross salary based on experience and consistent with the market

Additional information:
