Secure Connectivity Mission Infrastructure Implementation Manager at ESA

Description

The Mission Infrastructure Implementation Manager position is within the Secure Connectivity programme, part of the Directorate of Connectivity and Secure Communications at ESA. The ESA programme related to EU Secure Connectivity, hereinafter referred to as Secure Connectivity, is intended to support the effective development and validation of the EU Secure Connectivity governmental infrastructure and the services provided by it, as well as the validation and demonstration of services based on the commercial infrastructure developed by the contractor(s) delivering the EU Secure Connectivity governmental infrastructure.

Reporting to the Head of the Secure Connectivity Programme, you will be responsible for managing the activities related to mission infrastructure development, including satellite payloads and the full ground segment. You will ensure the on-time delivery of the infrastructure, including integration readiness within the system, in compliance with the applicable requirements, thereby supporting the development and validation of the IRIS² infrastructure. You will also participate in the Steering Committee of the ESA and European Commission IRIS² development.

Duties

Your tasks and responsibilities in the field of mission infrastructure development will include:

  • Ensuring the implementation and monitoring of all mission infrastructure development activities within the agreed budget and schedule
  • Initiating, managing and monitoring the associated industrial activities and contracts
  • Managing the programme interfaces with the European Commission, in line with the applicable Contribution Agreements and related arrangements
  • Monitoring and managing risks throughout the project lifecycle to ensure successful delivery of the mission infrastructure, including the definition of risk mitigation strategies and their implementation in cooperation with industry
  • Ensuring the implementation of the established security management, project management, product assurance and safety processes
  • Ensuring the systematic collection, implementation and application of lessons learned processes
  • Managing the associated procurement processes, ensuring compliance with ESA rules and procedures, as well as with IRIS² programme requirements
  • Ensuring close coordination with other project disciplines, including the other IRIS² Project Managers, the Delivery Manager, the System Office, the Space Segment Office, the Ground Segment and Operations Office, the Security Office, the Project Management Support Office, and the Product Assurance and Safety Team
  • Ensuring, in close coordination with the Security Office, compliance of the tools with the applicable security requirements during both the development and operational phases
  • Functionally managing the dedicated support team in the performance of the above tasks

Technical Competencies

  • Multidisciplinary and comprehensive knowledge of as well as experience in satellite system design, development, verification/testing, launch and in-orbit validation
  • Experience in complex project management, ideally in the area of telecommunications, ensuring delivery within budget and schedule with strong risk management skills
  • Experience in satellite constellations (constellation, payload and coms management; satellite serial manufacturing; logistics, etc.)
  • Experience in the management, monitoring and procurement of industrial activities, including technical and contractual negotiations, as well as management of technical reviews
  • Experience in ground segment deliveries, including large-scale software ground developments, security-related design and accreditation processes, and payload/ground integration
  • Knowledge of industrial costs and schedule aspects
  • Knowledge of space mission operations and operations planning

Education

A master’s degree in engineering or a relevant scientific field is required.

Additional Requirements

  • Ability to coordinate activities and ensure a motivating work environment
  • Strong leadership capabilities, with proven relationship management and communication skills
  • Strong problem-solving skills to deal with day-to-day challenges, together with demonstrated planning and organisational skills
  • A strong result orientation with the ability to set priorities and present practical solutions both orally and in writing
  • People management experience would be an asset, as would international experience, i.e. outside your home country, as well as experience in diverse functional areas relevant to ESA activities
  • Direct experience of working with a commercial telecommunications company would be a distinct advantage
  • Experience in public-private partnership projects would be an asset
  • Public speaking experience and the ability to conceptualise complex ideas would be beneficial
  • Experience of working on projects with a security dimension

  • In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

  • The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
