RESPONSIBILITIES & MAIN TASKS

  • Assist the BOT Director in coordinating general Project Management activities (e.g. planning, recruitment and training, manpower mobilization, cost control) along the typical WIN and EXECUTE project phases up to the start-up of an FPSO operation.
  • Generate the OR philosophy and detailed plan for the Project, and monitor and report on their implementation.
  • Coordinate approval of the onshore and offshore core complements and associated ramp up plans.
  • In conjunction with the Operability Engineer, monitor status of SBM Operations operational input and design comments to the Project team and follow up to ensure their satisfactory close out.
  • Coordinate generation of Operational and Capital spare parts lists and monitor their procurement by the Project.
  • Coordinate generation and set up of the CMMS (AMOS).
  • Monitor development and issue of PC Management System and Operational manuals.
  • Coordinate the identification of all applicable laws, regulations, licences and permit requirements, and ensure that the FPSO is in compliance with same.
  • Assist with set up of new Operations Office or liaison with existing Operations Office for the FPSO operation.
  • Administrative management of SBM Operations personnel in the Execution Center and conversion yard.
  • Follow up and resolution of technical problems with the Project team in the design offices and conversion yard.
  • Preparation, negotiation and finalisation of major subcontracts for in country operation.
  • Monitor implementation of the SBM Opertaions Management system on board the FPSO prior to departure from the conversion yard.
  • Monitor implementation of the document control and filing system on board the FPSO.
  • Coordinate generation of the Project Training matrix and monitor Implementation of the training and competency assessment program.
  • Monitor progress on commissioning of equipment and systems in the conversion yard, and logging and close out of punch list items.
  • Coordinate Internal pre sail and pre start up audits and monitor their implementation and subsequent close out of action items.
  • Provide regular reports to the Operations Readiness Manager on the above activities.

DURING WIN PHASE

  • Lead the Operations activities needed for tender phase,
  • Responsible for the delivery of the O&M execution deliverables and market enquiries,
  • Accountable for the delivery of the most cost-effective O&M execution solution in line with the strategy,
  • Lead the Operations Team (Operability Lead, Spares coordinator, supply chain…) and focus the team on Winning,
  • Define an optimized and cost-effective operations execution strategy,
  • Accountable for the O&M technical and execution deliverables required for the offer,
  • Manage interfaces with other product lines,
  • Responsible for negotiation of key subcontracts / vendors,
  • Accountable to deliver competitive O&M costs. Review and validate cost estimate,
  • Responsible to identify Risk and Opportunities related to the operation execution,
  • Interface with Project for overall cycle cost considerations.

QUALIFICATIONS / SKILLS / EXPERIENCE

  • Marine Qualification (Master or Chief Engineer) or a University Degree in a relevant subject. Minimum 5 years with an Offshore Contracting Company, 3 at least in the FSO/FPSO sector.
  • High Level of Safety Awareness and good sense of economics
  • Commercial awareness
  • Budget awareness
  • Must be autonomous and with good team spirit
  • Good communication skills in English, both written and spoken
  • Ability to manage several activities in parallel, combined with flexibility and strong organization
