Information Management Specialist - Knowledge Solutions

Your team

You will be part of the Information Governance Division in the Directorate General Secretariat. Our Division comprises 49 members of staff shaping, governing and enhancing the ECB’s information and knowledge management framework. We manage platforms for collaboration and content management, advise business areas on records and knowledge life cycle practices, and promote data and knowledge quality, discoverability and reuse.

We are currently advancing our knowledge ecosystem to meet evolving business needs and technological developments. This includes enhancing DARWIN (the ECB’s Enterprise Information Management system based on OpenText Content Management), improving metadata and governance models and integrating digital and AI-enabled capabilities.

In your role as Information Management Specialist, you will be part of the Knowledge Solutions team, comprising 14 members of staff, responsible for analysing business and knowledge management requirements and translating them into scalable digital solutions. The team configures and continuously improves enterprise information and knowledge management services and drives innovation in areas such as process automation, metadata design, governance by design and AI-enabled knowledge discovery.

You will work closely with end users, knowledge management partners, IT specialists, external providers and solution architects, acting as the link between business objectives and technical implementation.

Your role

As an Information Management Specialist you will:

  • design, configure and improve workflows and automation solutions for services such as DARWIN (OpenText Content Management), ECB Wiki (Confluence) and their integrations with services like M365, SAP, DocuSign and in-house applications;
  • analyse, re-engineer and optimise knowledge and information processes with business stakeholders, leveraging workflow automation, metadata models and integration tools to enhance efficiency and compliance;
  • support the design and rollout of AI-enabled capabilities (e.g. semantic search, content enrichment, intelligent automation and AI-assisted knowledge services) aligned with the DARWIN roadmap and the ECB’s digital strategy;
  • support the functional and operational management of key systems, like DARWIN, including business continuity arrangements;
  • assist with application management, such as maintaining and enhancing test frameworks, developing test automation, supporting application-to-application integration frameworks and ensuring solution quality throughout the life cycle;
  • contribute to Business Implementation Groups to shape knowledge, collaboration and AI-enabled services;
  • monitor emerging technologies, including AI and low-code tools, develop prototypes and enhance knowledge management services;
  • support the DARWIN service manager and coordinate with a range of internal stakeholders, including senior management, on service delivery, such as service level agreements and operational performance monitoring.

Qualifications, experience and skills

Essential:

  • a bachelor’s degree or equivalent in business administration, information management systems, information science, archives, records management, library services, knowledge management, or another relevant field;
  • in addition to the above, a minimum of two years’ experience in information and/or knowledge management, including delivering and supporting digital solutions in a corporate or institutional environment;
  • sound practical experience with OpenText Content Management (in particular Content Server and/or xECM), including configuration and development of workflows and reporting solutions (e.g. LiveReports, WebReports);
  • experience in business analysis, including gathering and translating business requirements into functional specifications;
  • a good understanding of IT service management processes (e.g. incident, change, release management) and familiarity with tools like Jira or SMAX;
  • strong organisational and coordination skills, with the ability to work independently, prioritise tasks and collaborate effectively;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

  • familiarity with AI-enabled content management or knowledge discovery tools;
  • experience in solution testing and quality assurance, including exposure to test automation and basic knowledge of relational databases and SQL;
  • exposure to process automation, system integrations or low-code/no-code platforms;
  • knowledge of core web technologies (e.g. HTML, CSS, JavaScript) or scripting languages (e.g. Python, Groovy).
