The Public Entity of Sint Eustatius (OLE)

The Public Entity of Sint Eustatius (OLE) is seeking a temporary Project Leader – Infrastructure & Erosion Control Measures to join the Programme & Project Management Office (PPMO). As Project Leader, you will be responsible for the planning, coordination, and execution of infrastructure and erosion control projects on Sint Eustatius. The projects under this role are delivered in close cooperation between the Public Entity and various ministries, local authorities, contractors, and stakeholders. You will act as a central coordinating figure, maintaining oversight and ensuring that all necessary activities are undertaken to drive and monitor progress, with a strong focus on execution and delivery in accordance with agreed quality standards, timelines, and objectives.

Key Tasks and Responsibilities

  • Locally prepare and coordinate civil engineering projects in the field of infrastructure and erosion control.
  • Manage all phases of infrastructure and erosion control projects, from initiation to completion.
  • Coordinate with multidisciplinary teams, external partners, and key stakeholders.
  • Ensure that project activities are carried out in line with planning, quality requirements, and relevant regulations and standards.
  • Monitor project progress, identify risks, and implement mitigation strategies.
  • Maintain clear communication and regular contact with the Programme Manager, management, and stakeholders, including reporting on project status.
  • Support and guide decision-making processes and actively manage the local environment in which projects are implemented.
  • Safeguard coherence between interrelated projects and stakeholders and contribute to effective knowledge transfer within the organisation and project teams.
  • Prepare and facilitate decision-making trajectories.
  • Manage local stakeholder and environmental relations related to project implementation.

Employment Conditions

Job Requirements

  • Higher professional education (HBO) or Bachelor’s degree, preferably in Construction Engineering, Civil Engineering, Spatial Planning, Project Management, or a related field.
  • Demonstrable experience in the realisation and management of ground, road, and hydraulic engineering (GWW) projects, infrastructure, or environmental projects.
  • Proven experience working on projects within a politically and administratively complex environment.
  • Ability to work independently and as part of a team.

  • Stress-resistant, with the ability to maintain oversight in complex project environments.
  • Excellent planning and organisational skills.
  • Flexible, solution-oriented, and able to respond effectively to changing circumstances.
  • Strong social and communication skills.
  • Cross-cultural and political sensitivity.
  • Decisiveness and a hands-on, results-driven approach.
  • Good command of both Dutch and English, spoken and written. Fluency in English is required; knowledge of Dutch is an advantage.
