The Hague Institute for Innovation of Law (HiiL) is a civil society organisation dedicated to people-centred justice. That means justice that is affordable, accessible and easy to understand.

About the assignment

We are seeking a seasoned Job Evaluation Specialist to support a 5-month, part-time (3 days/week) organisational strengthening initiative.

This project is part of our broader ambition to scale our impact in People-centred Justice, particularly in countries where we operate with locally based teams. The initiative aims to strengthen our delivery capacity by clarifying, standardising and aligning programme-critical roles across country teams, staff and key subcontractors.

Are you skilled in job analysis and writing clear, well-structured job descriptions that accurately reflect roles within an organization? We’re looking for someone who can translate the complex set of positions and roles into fair, future-proof frameworks, combining strong analytical skills with a keen eye for detail to determine the relative value of roles.

What you will deliver

You will play a key role in bringing clarity, equity and strategic alignment to our roles and job architecture by: Instituting a methodical approach for role and classification review and providing guidance to management.

  • Aligning a set of jobs and roles with the organizational structure, strategy and mission
  • Developing and writing new roles and reviewing existing job descriptions in collaboration with management and role holders.
  • Establishing equity by a future-proof job framework and its harmonisation of compensation and fee structures for different contracting groups, linked to cost of living and local markets.
  • Creating a handbook of all established jobs and roles and its classification.

Process of delivery

  • Conducting interviews with managers and the different contractors to fully understand roles in practice.
  • Analysing the required job/role responsibilities, skill requirements and mandates.
  • In the process supporting the development of job families and career paths.
  • Ensuring internal equity and reducing unjustified wage gaps by if necessary benchmarking roles against external market trends.
  • Ensuring fairness and protecting the integrity of the evaluation process
  • Maintaining clear, auditable documentation of job evaluations
  • Ensuring alignment with relevant labour laws and compliance standards
  • You will report to and work closely together with the HR Manager on this project, who is based in The Hague / The Netherlands.

What we are looking for

  • Proven experience in methodical job evaluation and role architecture in an international context, preferably for an NGO.
  • Strong expertise in writing clear, high-quality job and role descriptions
  • Fluency in English (spoken and written) is required, preferably native English. Proficiency in French is considered an asset.
  • Experience with stakeholder engagement and guiding managers in the process
  • Expert knowledge of role classification and grading in multiple pay / fee structures
  • Ability to balance analytical rigour with a people-centred approach
  • We are attracted to the Purpose–Engagement–Delivery (PED) methodology by Birches, so familiarity with this methodology is an advantage.

Practical details

  • Duration: 5 months
  • Time commitment: 3 days per week
  • Fee: €70 - €80 per hour (excl. VAT) based on relevant experience and seniority
