Join the Programme Execution Management Section in the Directorate Digital Euro as a Finance Analyst on the Project Management Office team.

Your team

You will be part of the Programme Execution Management Section in the Directorate Digital Euro.

Our Directorate leads the digital euro project and is responsible for designing a digital euro that meets the needs of euro area citizens, complements cash and supports Europe’s monetary sovereignty in the digital age. Following the successful completion of the preparation phase, the project is now focused on advancing technical readiness, deepening market engagement and supporting the legislative process.

We are currently working on developing and maintaining the overall programme governance framework, coordinating planning across divisions to ensure alignment with strategic objectives, monitoring progress to support decision-making processes and managing external vendors and sourcing strategies.

In your role as Finance Analyst, you will be part of the Project Management Office team, which consists of around ten members of staff responsible for establishing the foundations of the project and coordinating project activities. The team’s responsibilities include supporting the secretariat of the Project Steering Group and the High Level Task Force, regular monitoring of and reporting on the project’s progress, risks and resource consumption, and updating the project plan in close cooperation with all other project teams.

Your role

As a Finance Analyst you will:

  • develop and maintain the analytical frameworks and tools used for financial analysis and compilation, ensuring high-quality data for planning and monitoring the project;
  • contribute to the analytical work of the Section, including by maintaining the project plan and risk register and by preparing and automating project progress, financial or headcount reports and dashboards for key stakeholders and high-level audiences;
  • support other teams and divisions regarding the use of resources, ensuring alignment with the policies in place;
  • identify, propose and implement process improvements and advance data analytics and digitalisation initiatives in the context of the digital euro project’s goals and the Directorate’s roadmap;
  • support the secretariat of the Project Steering Group and High Level Task Force and help organise meetings with high-level officials.

We actively support professional development for our staff. Besides learning opportunities such as training and mentoring, we encourage and support horizontal mobility after some years in the same position.

The position offers you excellent opportunities to work on a broad range of budgeting and controlling topics, to interact with different stakeholders and to actively share your knowledge within a team to further strengthen its performance. You will be part of a multicultural team that strives for continuous innovation to make a positive impact on the lives of European citizens.

Qualifications, experience and skills

Essential

  • a bachelor’s degree or equivalent in finance, accounting, business administration, economics, mathematics, computer science or another relevant field;
  • in addition to the above, at least two years of experience in budgeting and controlling or a similar oversight function, or in financial analysis and/or financial performance analysis in the financial services sector;
  • professional experience in data analysis, compilation and visualisation, both at a high level and in detail for policymakers via dashboards, reports and presentations;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU.

Desired

  • professional experience in supporting governance structures, including preparing large-scale meetings, orchestrating written procedures and facilitating the preparation of relevant documentation;
  • professional experience in presenting complex topics to high-level audiences;
  • experience using project planning tools (e.g. Microsoft Project and Jira);
  • hands-on experience with the development and automation of reports and dashboards, for example in Microsoft Excel/VBA, Power BI and Power Query.

You engage collaboratively with others. You pursue team goals and learn willingly from other people’s diverse perspectives. You signal any need for change by explaining it and proposing alternative solutions. You analyse complex information effectively and can evaluate different views to arrive at solutions. You know and anticipate stakeholder needs.

You are motivated to contribute to the ECB’s mission, to serve the citizens of the EU as a member of a public institution and to work with colleagues from all over Europe.

You are motivated to be part of our team and to develop and use your skills and competencies to achieve the aims of this position.

Working modalities

We would be happy to discuss a part-time arrangement for this role.
