The Hague Institute for Innovation of Law (HiiL) is a civil society organization committed to closing the justice gap and enhancing access to justice through innovation. We’re looking for a people-centred Senior Manager Finance & Operations, with a strong background in Finance, Taxes, IT and Process management.

The Senior Manager Finance & Operations will be responsible for managing and the implementations of the strategies of the departments: Finance & Control, IT, Process management, Security, Procurement, HR, Legal, Office. The Senior Manager Finance & Operations manages a team of five professionals and reports directly to the Chief Operating Officer. She/He will become part of the Management Team.

The role requires a mix of leading, managing and being hands-on in the areas of finance & control, process management, IT and reporting.

What’s the Senior Manager Finance and Operations mission:

Finance (45%):

  • Coordinates the yearly strategy creation of HiiL Work Plans and of HiiL budget process in collaboration with HiiL management and Project Management;
  • Prepares, monitors and controls the HiiL budget for organizational and project purposes;
  • Sets and maintains a proper financial & control and management reporting framework for HiiL. Ensures that all HiiL’s financial practices are in line with statutory regulations and legislation;
  • Critically monitors, analyses, reviews and explains the budget versus actual variances for head office departments, projects and grants;
  • Conducts the recurring financial accounting and auditing activities;
  • Advises management on all programmes in managing grants and contracts;
  • Ensures compliance with donor requirements and stakeholder procedures;
  • Deals with and advises on tax compliance in the countries in which HiiL operates.

IT & Process Management (35%):

  • Supervises the IT systems and infrastructure, ensures the data security & GDPR regulations and stays informed on the latest innovative digital solutions;
  • Advocates for both existing and newly implemented procedure and policies that promotes a smooth running of our international operations;
  • Addresses operational concerns and issues, monitoring overall customer satisfaction;
  • Builds strong partnership relationships with service suppliers.

Management (20%):

  • Monitors clear and effective department strategies and set quarterly priorities for the teams;
  • Provides a positive and safe work culture;
  • Manages performance of staff on high quality outputs and fosters professional & personal development in line with the team’s strategic goals;
  • Acts as sparring partner for the Executive Board.

What we look for in our new colleague

  • Holds a Master degree in Finance/accounting, Business Administration, Business Computing, or other closely related degrees;
  • Has at least 7 years of relevant work experience in a similar position, preferably in an international organization;
  • Has experience in continuous improvement of internal services and work-flows;
  • Has experience in drafting budgets and forecasts, using spreadsheet software;
  • Has strong analytical skills;
  • Has ample experience in managing and leading teams;
  • Has strong personal leadership as well as a high level of ethics and integrity. Inspires and motivates team members;
  • Has excellent interpersonal skills with the ability to communicate with people from all levels combined with strong writing skills;
  • Has a problem solving mindset, is a conceptual thinker and has the ability to work under pressure with a hands-on mentality;
  • Fluency in English and Dutch (spoken and written) is required;
  • Holding EU-citizenship or NL working permit.

Nice to haves:

  • Having understanding of the accounting structure of an NGO and the Dutch finance and tax regulations is a plus
  • Has experience in taking care of third party-provided services.
  • Experience with the Google space environment, AFAS and ClickUp would be an asset.

We offer you

  • Starting date: in mutual agreement;
  • A full time position for an initial period of 12 months with the aim of building a long-term work relationship;
  • Up to 8 weeks of holidays when working full time;
