The Transport & Mobility Team

Panteia is structured into two business units: Transport & Mobility (T&M) and Society & Economy (M&E). This vacancy is situated within the T&M unit, which operates both in the Dutch and the European market. The new senior hire will join the EU team, but will work closely with colleagues across both domains. The T&M unit is managed as a single integrated team with one management team overseeing both the Dutch and international portfolios.

Panteia provides economic, market and policy research with a clear societal purpose. It combines academic depth with practical consultancy. Clients include national ministries, the European Commission, regional authorities, EU agencies, international institutions and branch organisations.

To further strengthen project execution, the company is now looking for a Principal consultant EU for the Transport & Mobility team, to ensure excellence in delivery, guide teams, and anchor long-term quality in EU transport policy projects. The international Transport & Mobility team is compact, expert-driven, and collaborative.

What are we looking for?

The Principal consultant EU is responsible for the coordination and delivery of EU-funded transport and mobility projects. This is a key leadership role with focus on program delivery excellence, ensuring that complex assignments are delivered on time, within scope and budget, and to the highest standard.

Key responsibilities:

  • Lead and manage the execution of EU policy and research projects (corridor studies, impact assessments, evaluations, etc.).
  • While business development and tenders are led by the Team Manager, the Principle consultant plays an important supporting role:
  • Refining project delivery concepts in proposals.
  • Ensuring smooth handover between acquisition and execution.
  • Contributing to the improvement of internal workflows and quality assurance.

Practicalities

  • Reporting Line: Reports directly to the Manager EU Projects.
  • Team: Works closely with an international team of approx. 10–15 consultants, plus external partners in European consortia.
  • Leadership Role: Acts as senior lead across multiple large EU-funded projects; coaches teams, steers delivery, and ensures client satisfaction.
  • Languages: English required, any additional EU language is a plus.
  • Start Date: As soon as possible (Q3/Q4 2025).

What Panteia is looking for:

  • 10+ years of experience managing EU-funded projects in transport, sustainability or policy consulting.
  • Proven track record in complex project execution within a multi-stakeholder environment.
  • Experience with policy studies, corridor studies, impact evaluations, stakeholder consultation, and socio-economic analysis.
  • Excellent team leadership and coordination skills.
  • Familiarity with DG MOVE, DG CLIMA or similar EU institutions and processes.
  • Strong communicator in English (spoken and written). Dutch or any additional EU language is a plus.
  • MSc or PhD in Transport Economics, Civil Engineering, Spatial Planning, Public Policy or related field.
  • Willingness to travel to Brussels and other EU locations when needed.
