Webinar: The role of non-state actors in hybrid threats

The aim of this webinar is to strengthen law enforcement professionals’ understanding of hybrid threats, their evolving nature, and the role of non-state actors.

By the end of this webinar, the audience will be able to:

  • Discuss the concept of hybrid threats from a border perspective;
  • Summarise the main threats and challenges from both state and non-state actors who use hybrid activities to target the external borders of the EU;
  • Detect early signs of hybrid threats.

This activity is implemented by the CEPOL Knowledge Centre on Counter-terrorism.

Target audience

  • Law enforcement authorities, especially counterterrorism analysts and cybersecurity experts who monitor state and non-state actors;
  • First responders who protect critical infrastructure such as airports, power plants, and government facilities;
  • Investigators and prosecutors who handle cases involving espionage, cybercrime, foreign interference, and other hybrid threats.
