About this position

At the forefront of Europe’s photonics innovation, TNO is building a state-of-the-art pilot line for Indium Phosphide (InP) photonic chips at the High Tech Campus in Eindhoven. This unique environment brings together advanced cleanroom facilities, complex infrastructure, hazardous materials, and multidisciplinary teams, making Quality, Safety, Health, and Environment (QSHE) absolutely vital for safe, reliable, and scalable operations. To strengthen and safeguard this foundation, we are looking for a QSHE Coordinator for the Pilot Line. In this role, you support the management of the Pilot Line organisation in ensuring full compliance with legislation, permits, and the TNO Management System, while actively driving a strong QSHE culture in a high-tech manufacturing environment.

What will be your role?

As QSHE Coordinator for the Pilot Line, you are the central point of contact for Quality, Safety, Health, and Environment within a complex manufacturing setting that involves the use of hazardous materials and gases. You translate QSHE policies and legal requirements into practical, workable solutions for cleanroom operations, equipment engineering, and facility activities, ensuring a safe, compliant, and well-controlled working environment.

You work closely with operations, engineering, facility and play a key role in embedding QSHE awareness into daily pilot line activities, from tool installation and process development to routine manufacturing operations.

Key responsibilities include:

  • Ensuring that Pilot Line activities comply with QSHE legislation, permits, and the TNO Management System, with specific attention to integrated photonics manufacturing and safe handling of InP-related hazardous gases and chemicals.
  • Coordinating and supporting QSHE-related roles within the Pilot Line organisation, such as Prevention Officers and Quality Contact Persons.
  • Encouraging timely follow-up and closure of QSHE-related action points, incident follow-ups, and improvement initiatives.
  • Identifying risks and improvement opportunities related to cleanroom operations, hazardous substances, technical installations, and facility infrastructure.
  • Advising Pilot Line management on implementing and enforcing QSHE procedures specific to wafer processing, gas distribution systems, emergency response, and contamination control.
  • Organising and facilitating periodic QSHE consultations within the Pilot Line and participating in TNO-wide QSHE coordination meetings.
  • Monitoring staffing, competencies, and training levels for QSHE and gas-safety readiness, including cleanroom and hazardous-gas certifications.
  • Acting as the Pilot Line representative in QSHE-related discussions and consultations, internally and externally.
  • Proactively taking initiative on QSHE matters and providing solicited and unsolicited advice, in close alignment with the Director of Operations.

What we expect from you

You also bring:

  • At least a Higher Professional Education (HBO) level.
  • Strong affinity with QSHE in cleanroom-based semiconductor or integrated photonics manufacturing, ideally involving InP wafer processes.
  • Good communication skills, with the ability to engage, motivate, and influence people at all levels.
  • An approachable yet firm attitude, combined with the confidence to raise concerns and drive improvements.
  • A proactive mindset, with the ability to identify risks, propose solutions, and stimulate continuous improvement.
  • Experience with QSHE management systems, incident reporting, and safety procedures (experience in cleanroom, semiconductor, or laboratory environments is a strong advantage).
