Our Value & Patient Access team is responsible for ensuring (reimbursed) access to our medicines and vaccines. Our work spans from market preparation and launch of new medicines and vaccines from our pipeline, to securing reimbursement for our products and shaping an optimal access landscape and to substantiate the value of our products. Purpose of the Position

As HE-OR Manager, you are instrumental in developing and implementing robust pharmaco-economic strategies and economic value propositions that secure optimal access to our innovative medicines and vaccines, including their inclusion in National Immunization Programs. You'll build compelling evidence-based cases that demonstrate both clinical and economic value to diverse stakeholders across the Dutch healthcare system. Working closely with cross-functional teams and external partners—including RIVM, ZIN, healthcare insurers, and guideline committees—you'll use health economic and outcome data to substantiate the value propositions of our innovative portfolio, driving reimbursement decisions and contracting.

Main Responsibilities

  • Build solid pharmaco-economic HTA strategies and economic value propositions to achieve optimal reimbursement and access, working closely with New Products and Market Access managers to ensure alignment with commercial goals.
  • Adapt and develop pharmaco-economic models, conduct budget impact analyses, and coordinate or perform local health outcomes research to address data gaps and support the economic value of our portfolio.
  • Maintain strategic partnerships with national payers (RIVM, government, healthcare insurers, ZIN), guideline committees, and scientific experts to discuss pharmaco-economic components within reimbursement dossiers and price negotiations.
  • Write and deliver the pharmaco-economic components of reimbursement submissions, pricing justifications, and value dossiers to a high standard and within required timelines.
  • Work closely with global and regional departments (Value & Implementation Outcomes Research, Health Economics Decision Sciences (HEDS), and Biostatistic & Research Decision (BARDS)) to leverage existing evidence and ensure applicability of studies and models to the Dutch context.
  • Continuously monitor and analyze healthcare environment developments from a health economics perspective, translating insights into actionable strategies and user-friendly tools (budget calculators, risk-sharing models) that support marketing, access, and policy objectives.

Your Profile

  • Master's degree in health services disciplines such as Public Health, Health Economics, Outcomes Research, Epidemiology, or a related field.
  • Minimum 5 years of experience in HTA and outcomes research, with demonstrated expertise in economic data analysis, econometric modelling, and real-world outcomes research within the pharmaceutical industry, CRO environment, governmental organizations/academia, or consultancy.
  • Strong competency in medical science, epidemiology, pharmaco-economics, and research methodologies and statistics, with the ability to undertake complex analyses and produce clear, actionable recommendations and reports.
  • In-depth understanding of the Dutch market access environment, vaccine access procedures, hospital systems, and integrated care systems; knowledge of healthcare and pharmaceutical industry dynamics is highly valued.
  • Outstanding written and verbal communication skills in both Dutch (native language) and English, with proven ability to influence and build relationships across complex stakeholder networks.
  • Strong analytical mindset combined with cross-functional leadership abilities, a proactive attitude toward identifying new data sources and methodologies, and genuine interest in leveraging real-world evidence to drive business decisions.
