The Public Entity of Sint Eustatius (OLE)

The Public Entity of Sint Eustatius (OLE) is seeking an experienced professional to provide strategic advice and support to the Governor's Cabinet. As Executive Adviser, you are the Governor’s primary strategic policy adviser and will play a key role in shaping policy, offering guidance on complex issues, and supporting the Governor in decision-making processes.

Tasks and Responsibilities

  • Provide high-level strategic advice to the Governor and Cabinet members on a wide range of policy and administrative matters.
  • Analyse complex issues, convert them into clear proposals, coordinate decision-making, and maintain relationships with governmental and societal partners.
  • Prepare policy advice, briefing notes, decision proposals, briefing materials, reports, and recommendations for the Governor’s review, ensuring quality and consistency in submissions from the organisation.
  • Coordinate policy development with internal departments and external partners (ministries, police, inspection authorities, NGOs).
  • Coordinate and facilitate communication between the Governor’s Cabinet and other governmental bodies.
  • Lead and facilitate meetings with safety and chain partners, define follow-up actions, and monitor progress.
  • Monitor developments in relevant policy areas and provide timely analysis and recommendations.
  • Oversee and safeguard the implementation of decisions made by the Governor and the Executive Council, and support the implementation of Cabinet decisions and follow up on action items.
  • Stimulate knowledge-sharing and alignment between the Governor’s Cabinet, the Executive Council, and the Island Council.
  • Draft formal correspondence and documentation related to administrative and political decision-making.
  • Support and accompany the Governor during working visits, stakeholder consultations, and (inter)national conferences.
  • Build and maintain strategic networks that contribute to good governance, safety, and public order on the island.

What We Offer

  • Temporary employment for a trial period of one year, with the prospect of permanent employment upon satisfactory performance.
  • Allowances: Holiday allowance of 8.33% and an end-of-year bonus of 8.33% of the annual salary.
  • 168 holiday hours per year pro rata based on a 36-hour working week.

What We Ask

  • Hbo+/Bachelor or Master’s degree, for example in public administration, law, or political science.
  • At least 5 years of relevant experience in strategic policy advising, governance, or a senior advisory/policy role within government or a related sector.
  • Excellent writing skills in Dutch and English. Fluency in English is required; knowledge of Dutch is an asset.
  • Proven experience with policy development or coordinating complex dossiers.
  • Ability to work effectively in a dynamic, multicultural environment.

The Governor’s Cabinet provides strategic and operational support to the Island Governor, who acts as:

  • Representative of the Government of the Netherlands,
  • Chair of the Executive Council,
  • Chair of the Island Council.

The Cabinet functions as the central hub for policy development, coordination, and supervision.

Additional Information

If selected, you will need to provide a Certificate of Good Conduct Plus, pass a medical examination for pension enrolment, reference check, agree to an external background check, and possibly complete an assessment.

  • Residents of the Caribbean part of the Netherlands
