Introduction to the Job

As our Global Regions Operations Manager you will be responsible for directing and supporting local CRE teams outside of Veldhoven to ensure operational excellence (Safety, Total Cost of Ownership (TCO), Flexibility, Business alignment, proactive contract management, Wellbeing and Sustainability) and to develop this into the desired maturity levels, where relevant based on global standards.

You will be in the lead to oversee and implement strategic programs for Global Regions and ensure implementation of these changes in a complex and ever-changing environment. Furthermore, you will develop a roadmap for FM service provision in the regions, oversee the performance of outsourced FM service providers in adherence to the plan and other criteria such as performance, KPIs, risk, compliancy and functional criteria.

Role and responsibilities

  • FM strategy and operational performance management

    • Drive the performance of (outsourced) hard and soft service provision in line with the contract, SLAs, collecting relevant trends and developments and improvement areas.
    • Develop a strategy for next generation FM outsourcing for Global Regions, driving operational excellence with consistency and standards where possible, taking into account local strategic drivers and market capabilities.
    • Collect operational themes, opportunities, and threats and work together with Head CRE Global Regions on a vision for the entire portfolio for the medium and long term.
    • Translate ASML strategic plans (Hoshin, housing plan, utilities master plan, industrial master plan, etc.) to CRE FM implications and develop and deploy a global CRE F&M strategy to further develop products/services and translate to global standards and solutions.
    • Translate strategic objectives into targets and performance setting for CRE Global Regions (e.g., uptime, performance of assets, quality standards, capacity of assets) and manage the measurement/control mechanisms to monitor and manage compliancy.
  • Global uniformity

    • Develop and implement global uniformity by sharing knowledge, best practices, formats, and systems.
    • Establish a global reporting system for performance to be managed in a (global) uniform manner, contributing to global CRE reporting.
    • Support and coach colleagues and service providers to establish professional ways of working and contract management in line with agreed strategic direction, contract, and SLA.
    • Provide insights in the international supplier market in the field of F&M and/or support local sites with implementation of the sourcing strategies.
    • Support in the rollout of CRE data management systems globally (e.g., Planon).
  • Program management

    • Determine the approach towards global planning of the FM program for Global Regions including setting up project teams, identifying (key) requirements, suppliers, transition and change management, etc.
    • Initiate the change plan by conducting thorough pre-analysis, including lessons learned, studies, and business cases in order to prepare decision-making and to set the output targets, timelines, and budget plan.
    • Lead and embed change and mobilisation of local teams and suppliers on sites following tender process and contractual changes.
    • Manage risk, compliancy, quality, and functional criteria (in alignment with competence experts) to ensure successful outcome of the program or project(s).
    • Coordinate solutions from an integrated, helicopter view, taking into consideration the full chain of delivery and (strategic) planning.
    • Derive long term and short term activities from the strategic plans (Hoshin, Industrial Masterplan, UMP, etc.) and drive the change and implementation in Global Regions.
  • Stakeholder management

    • Work closely together with Head of Global Regions to understand needs and predict/anticipate changes in needs and capacity.
    • In alignment with CRE Regional Heads, inform business stakeholders about impact and progress of projects and programs and ensure coordination between activities.
    • Ensure progress reporting and/or dashboard on Strategic Programs and (feasibility) advice substantiated with solid business cases (for example to board, senior leadership, stakeholders of business lines, industrial board, etc.).
  • Innovation and product development

    • Initiate the development of determining and monitoring the framework for asset management and facilities services.
    • Work together with experts on thematic programs (e.g., sustainability, performance upgrades, predictive maintenance, data management solutions, system implementation) that give impulse to delivered quality by CRE FM and to ASML business objectives.
    • Explore market opportunities, innovations, and consult the market or peer organizations to drive initiatives that support, enhance, or elevate CRE FM quality.
    • Connect with other CRE functions for optimization of products, processes, or performance locally or with global scope.
  • Finance

    • Calculate (or have calculated) business case for change plans and cost estimates for impact on the maintenance organization considering balance between risks, performance, and costs (TCO).
    • Validate offers of suppliers in order to determine compliancy with required quality and output specifications.
    • Develop and oversee Opex budget to be able to successfully drive the program.

Education and Experience

  • Relevant MSc or BSc
  • More than 15 years of experience
  • Knowledge of complex portfolios with an extensive and great diversity of products and services in outsourced Facilities & Maintenance management.
