As an Operational Manager 3rd Party Construction Vessels, you ensure smooth area entry and project preparation and execution as per portfolio. You identify and schedule preparation activities, facilitate and verify processes (from obtaining and processing to closing out all documentation and information required) for the entry and exit of the 3rd Party hired Construction Vessels and personnel into and out of the country. Reviewing and approving vessel installation and operation procedures related to the vessel's assigned tasks, including manuals, drawings, and planning, is a key part of the role. You will also serve as the primary onshore point of contact for the assigned 3rd Party Construction Vessels, handling day-to-day operations as well as emergency and medical evacuation situations.
Key Responsibilities:
Operational Support:
- Operate closely with our Marine Superintendent and Project Manager to ensure timely vessel acceptance prior to project start.
- Coordinate the Management of Change process.
- Manage operational risk identification and mitigation for asset and project execution.
- Execute appointed corrective actions on incident and accident reports.
- Provide around-the-clock operational support for the 3rd Party hired Construction Vessels.
- Serve as the first point of contact onshore, including in emergency and medical evacuation situations.
- Attending Project Hazids.
- Provide input to portfolio planning in liaison with tender, project and chartering.
- Setting out requirements and liaise with chartering department pre and post fixture.
Tender Input:
- Provide complete, fit-for-purpose, and reliable operational and budget tender input for 3rd party construction vessel operations in port, en route and on offshore location.
- Validate the feasibility and safe execution of proposed method statements, drawings, and plans for tender input for the 3rd party construction vessels.
- Identify alternative execution method opportunities.
Contract Execution:
- Manage and control the operational execution of contracts and provide nautical support for 3rd party construction vessels.
- Instruct offshore personnel, subcontractors, husbandry, logistics, and vessel agents to perform services for HMC.
3rd Party Construction Vessel Preparation:
- Identify, schedule and follow up on 3rd party vessel preparation activities related to vessel preparation & outfitting, vessel inspections and (nautical) support.
- Review and approve proposed project installation & transportation procedures, manuals, drawings, planning and plans for feasibility and safe execution related to marine operations, route planning, anchor plans and (environmental) reporting.
Entry Process:
- Facilitate and verify the actual entry process, from obtaining and processing to closing out all documentation and information required for the entry and exit of assets and personnel into and out of the country.
- Maintain the Daily Position List of all vessel movements.
Resource Management:
- Ensure the availability of all practical requirements and resources to execute work on 3rd party construction vessels.
- Manage and control the operational performance of asset activities (short and long term).
- Identify requirements for logistics, operational shore-based support, supplies, crew changes.
- Approve work preparations executed for onshore and offshore locations.
Transportation Management:
- Manage transportation possibilities between offshore mobilization points and vessels.
- Arrange relevant documentation and local authority approvals for shipments.
- Liaise with the bunker desk to obtain (bio) fuels for the vessel as per applicable contract.
Mobilization:
- Ensure timely mobilization and demobilization of required equipment and personnel.
Requisitions and Invoices:
- Raise, check, and approve operational requisitions and invoices for 3rd party construction vessels in a timely manner.
Interface Management:
- Manage local interface for all operational matters with relevant parties, including governmental organizations, suppliers, subcontractors, and husbandry, logistics, and vessel agents.
Reporting:
- Report vessel operational performance and progress.
Documentation:
- Provide, maintain, and file up-to-date vessel operational information.
- Propose updates to operational standards for 3rd party construction vessels.
- Capture for 3rd party construction vessel -related operational lessons learned and best practices for company-wide availability.
You will work closely with the 3rd Party Construction Vessel Operations team (Operations Dept, Vessel Master), our vessel Operational Managers, Offshore Technical Inspectors, Tow Masters, Equipment Resource Coordinators, Logistics Yard Managers, Crewing, Equipment Management, and Project Management teams. Your direct reports are Marine Superintendent and pool of offshore HMC Representatives. You report to the Operations Manager Support.

- A Bachelor’s or Master’s degree in Nautical, Engineering (Mechanical, Maritime, Civil), or equivalent
- Preferably 5-7 years of experience in Mechanical, Nautical, or Civil Engineering for Jr. Operational Manager profile, or 5-10 years as Operational Manager profile
- Experience in preparing and/or executing construction projects or experience onboard an offshore vessel
- Excellent communication skills, fluent in English both written and spoken
- Flexibility and willingness to travel
