Job description

As a Tactical Buyer - Local Spend at NTS Hengelo, you are responsible for tactically managing and professionalizing the local procurement spend. This spend has a wide supplier landscape and has a direct influence on cost control, lead time, flexibility, and delivery reliability within our high-tech manufacturing environment. Although this spend is smaller than the strategic spend of Global Procurement, the operational and tactical impact is significant.

You ensure segmentation, standardization, and scalability, and connect local interests with global procurement frameworks. You work at the intersection of Engineering, Operations, Supply Chain, and suppliers and take ownership of sourcing decisions, contract strategy, and performance.

Furthermore, your responsibilities include:

• Developing and implementing tactical procurement plans for local procurement packages, in line with Global Procurement;
• Segmenting and consolidating the local supply base and determining preferred and second-source strategies;
• Leading make-or-buy and sourcing issues including well-founded decision proposals;
• Preparing and negotiating (framework) contracts and ensuring a correct translation into processes and ERP;
• Driving supplier performance (QLTC), initiating improvement projects, and guiding audits;
• Managing delivery reliability, cost development, and forecast alignment between Operations, Supply Chain, and Global Procurement;
• Proactively advising management on risks, market dynamics, and scenarios within the local procurement spend.

Requirements

• HBO/WO level of education, preferably in Supply Chain Management, Industrial Engineering, Logistics, or similar;
• Minimum of 5 years of experience in tactical procurement and/or supplier strategy within a technical or industrial environment;
• Demonstrable experience with segment strategy, supplier positioning, and contract strategy;
• Experience with complex negotiations, framework contracts, and performance agreements within a multi-site or global procurement environment;
• Solid knowledge of ERP systems and working with procurement data as a basis for decision-making;
• Strong command of the Dutch language in word and writing due to drawings, work instructions, and communication on the work floor.

• Salary from €4,850 to €6,000 gross per month, depending on experience and qualifications;
