This role is for a Galileo Ground Segment Delivery Manager in the Galileo Ground Segment Management Office, Galileo and EGNOS Programme Department, Directorate of Navigation.

The Galileo teams are in charge of the design, development, procurement, integration and qualification of the Galileo system, including the constellation of satellites in medium Earth orbit and the ground segment for mission, control and security monitoring deployed at remote sites all over the world.

Role description

Duties

Your tasks and responsibilities will include:

  • Ensuring the ground segment deliveries (GMS, GSF, GCS and SecMon) are performed according to the agreed schedule, qualification status, content and quality.
  • Defining the needs in terms of hosting (space and cabling) and accreditation for the ground segment deliveries.
  • Ensuring the ground segment deployment strategy is properly designed, documented and qualified, and does not impact the provision of Galileo services.
  • Supporting the ground segment design reviews and qualification campaigns to ensure that the design is compatible with the migration strategy and the migration strategy is qualified.
  • Managing the daily ground segment onsite deployment activities, liaising with the ground segment prime contractors, EUSPA, the operators and the hosting entity.
  • Managing the ground segment deployment planning through participation in the Mid-Term Planning Meetings (MTPs), Change Control Boards (CCBs, including Exploitation CCBs), Delivery Review Boards (DRBs), Pre-Shipment Reviews (PSRs) and other Planning Meetings.
  • Preparing the accreditation inputs required and supporting the Accreditation Board meetings for any related ground segment deployment activity.
  • Supporting/contributing to the Customer Undertaking (CU) meetings.
  • Supporting the MRAB (EUSPA Maintenance Review Boards) meetings and ensuring the content does not impact the qualification perimeter.
  • Preparing the ground segment contributions to support the system compatibility test campaigns.
  • Ensuring that any change in the ground segment delivery is properly taken into account and qualified as part of the SecMon, in coordination with the monitored entities and SecMon Technical Officers.
  • Liaising periodically with EUSPA to communicate the ground segment delivery plans.
  • Contribution to R&D activities as part of FOC Retrofit, Horizon Europe, G2 Galileo or NAVISP initiatives, as required.

Technical competencies

  • Knowledge and experience of satellite ground navigation systems and security monitoring systems, including their operations, architecture and implementation.
  • Solid experience in the management and monitoring of industrial activities, including participation in reviews.
  • Experience with the development and procurement of software-intensive ground systems.

Education

A master’s degree in physics, telecommunications engineering, navigation, computer science or aerospace is required for this post.

Additional requirements

You should have substantial experience in managing phase C/D/E projects, and a good background in design, manufacturing, testing and deployment.

You should demonstrate hands-on experience in the definition, development, integration, verification and deployment of ground segment facilities (hardware and software) and services (security, communication, operations and maintenance) in a security environment.

You must have at least five years of technical experience in a field directly related to the position.

In addition you should have:

  • Knowledge and experience of the Scaled Agile Framework (SAFe).
  • Knowledge of team collaboration tools (JIRA, Confluence, or similar).

You should be able to demonstrate that you can work in a fast-paced environment and handle pressure as may typically occur in a project team. You should be result-oriented, able to set priorities, and capable of presenting practical solutions both verbally and in writing.

You should have good interpersonal and communication skills. You should have the ability to work autonomously, effectively and cooperatively in a diverse, international team environment, defining and implementing solutions in line with team and individual objectives and project deadlines. You should also have good technical, analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies.
