We are looking for an advisor for the insured basic package! We are immediately looking for an advisor with research experience to advise the Ministry of Health, Welfare and Sport (VWS) on the insured basic package. Do you want to contribute to ensuring everyone in the Netherlands has access to appropriate healthcare, now and in the future? Then we would like to meet you.

What will you do?

As an advisor, you are responsible for formulating advice to the Minister of Health, Welfare and Sport (VWS) about which treatments should be part of the insured package. Together with your team, you will objectively weigh scientific data, judgments from practitioners and experts, and other collected arguments. The process starts with a request from doctors or health insurers to assess whether a particular (new) treatment should be included in the basic package. Through literature research, you assess the effectiveness of this treatment. You will engage with various parties, such as doctors, patients, and insurers. Your task is to translate the results of the literature research and input from parties into a well-founded answer on whether the care offers added value compared to the standard treatment. If the answer is yes, it will be included in the basic package.

Your Profile

  • You have an academic background, preferably as a (clinical) epidemiologist/methodologist, and preferably have a PhD;
  • You have extensive research experience with knowledge and experience in Evidence-Based Medicine, systematic reviews, and the GRADE methodology;
  • You have knowledge of the Dutch healthcare system, understand how it operates, and feel challenged by developments in healthcare;
  • You can work result-oriented and translate goals into concrete agreements;
  • You can collaborate, sharing knowledge and information with others to come to a balanced judgment;
  • You are environment-aware, being able to anticipate stakeholders and their key points;
  • You possess excellent communication skills, both orally and in writing.
We offer you:
  • A socially valuable position for 36 hours a week with a one-year employment contract. If you are satisfied with the Zorginstituut and perform satisfactorily, you will subsequently receive a permanent employment contract.
  • A salary between € 4,024.11 and € 6,907.67 gross per month (scale 11/12 CAO Rijk) in a full-time position, depending on work experience and education.
  • An Individual Choice Budget (IKB) of 16.5% of your salary, including vacation pay and a year-end bonus. You can choose to pay out, convert it into leave hours, or spend it on a tax-friendly purpose such as a bicycle for commuting, corporate fitness, or a work-related course.
  • Flexible working hours for a good work-life balance, 28 vacation days, attractive leave arrangements, and an ABP pension plan.
  • The option to accrue compensatory hours, which you can flexibly use as leave at another time.

The Advice Package and Quality (APQ) team is a large team with deep knowledge. Our work centers around appropriate care: care that is of good quality, affordable, accessible, and sustainable. These principles form the basis for our package statements, as well as our contributions to quality standards and the development of measurement tools. We not only say what insured care is and under what conditions, but also engage with parties and facilitate coherent policy. Package and quality come together here, making our work so challenging. We also provide expertise in the implementation of the regular package and quality tasks of the Zorginstituut, such as disputes and assessing quality standards for the register. Our team is skilled and includes epidemiologists, nurses, health scientists, and doctors. Knowledge sharing is central in the team, which not only makes working pleasant but also enhances the overall team atmosphere.
