We are seeking a Proposals Engineer who thrives by building relationships across all levels of organisations to join our Proposals Department in Delft, the Netherlands.

Your role

Our Proposals Department prepares budgets, pre-qualifications and proposals for contracts with major offshore energy exploration companies and offshore wind farm developers worldwide. Our proposals range from installing (carbon capture storage) pipelines, installing substations for offshore wind farms, installing offshore platforms and removing retired offshore oil and gas platforms.

As Proposals Engineer, together with the Proposals Manager, you are responsible for reviewing technical and commercial client documents, preparing preliminary work plans and co-ordinating distribution of these documents to other departments across the organisation and/or external subcontractors for interdisciplinary input. As you will be mentored by experienced colleagues, this role can be an excellent start or second step, in your career.

You monitor the process ensuring any questions are answered and all deadlines are met, incorporating the input into the final proposal in time for submission to the client. During the proposal process, you stay actively involved, assisting the Proposals Manager during negotiations with clients in order to secure the project.

Other responsibilities and tasks

  • Evaluate input from the internal organisation and/or subcontractors and prepare evaluations for review by Proposals Manager
  • Propose required vessel(s) and develop work plans, considering technical and commercial aspects
  • Decide on selection of technical qualifications and compile technical sections of proposal
  • Participate in all negotiations with the client and provide the technical link to commercial matters
  • Compile proposal back-up file
  • In the event of contract award, compile project hand-over file.

What we expect from you

  • BSc or MSc degree in Civil Engineering, Mechanical Engineering, Offshore Engineering or equivalent
  • Experience in working in multi-disciplinary teams
  • Experience in the offshore installation industry, ideally heavy lift and/or pipeline installation is a pre
  • Good communicator, building and developing relationship with counter parts in client organisations and other external parties
  • Ability to assign priorities
  • Excellent command of the Dutch and English language, both written and spoken
  • Self-motivated
  • Eagerness to learn and to further self-develop yourself
  • Willingness to travel
