Global Health EDCTP3 JU is recruiting a Scientific Project Officer and Call Coordinator to support the planning, management, and implementation of research and development activities, as well as the monitoring of projects throughout their lifecycle.

The organisation is a partnership between the European Union and the EDCTP Association, uniting over 40 African and European countries. It supports collaborative research and innovation to develop new medicines, vaccines and diagnostics addressing global health challenges in sub-Saharan Africa.

Introduction

The jobholder will work under the supervision of the Head of Operations Unit and will contribute to the preparation of grant agreements for proposals selected for funding, as well as support the coordination, management, and monitoring of calls for proposals and evaluation processes.

Profile

Under the supervision of the Head of Operations Unit, the jobholder will be responsible for supporting the planning, management, and implementation of research and development activities, as well as monitoring projects throughout their entire lifecycle.

He/she will contribute to the preparation of grant agreements for proposals selected for funding and support the coordination, management, and monitoring of calls for proposals and evaluation processes.

Tasks

Duties and responsibilities

The main duties and responsibilities will include, but not be limited to, the following:

Program management and monitoring

  • Contribute to the planning and monitoring of calls for proposals/tenders, preparing the evaluation phase, including selection of experts and eligibility checks of proposals for assigned panels, and supporting the process of selection and final ranking.
  • Monitor the preparation of grant agreements in close collaboration with legal and financial officers.
  • Promote awareness of the Global Health EDCTP3 programme through information days and meetings explaining the call and evaluation processes and the benefits of participating in the programme.

Project management

  • Conduct and prepare project reviews, assess technical reports, and participate in project meetings and dedicated progress reviews.
  • Participate in project meetings with project consortia to explain relevant programme and European Commission policies and procedures, and in workshops sharing results between different consortia.
  • Ensure dissemination and promotion of project results and impacts.

Call coordination

  • In close collaboration with the Scientific Project Officers and relevant services at the European Commission, coordinate calls for proposals, including all technical aspects of the call and grant management cycle in the relevant IT tools, ensuring that rules and deadlines are respected.
  • Be responsible for the expert management process.
  • Assist the team before and during the evaluation process, including conducting eligibility and admissibility checks and organising and conducting remote and central evaluation.
  • Report on call evaluation, including preparation of call evaluation reports for the Executive Director and the Governing Board, preparation of statistics linked to call evaluation and the grant portfolio managed by the Unit, and communication of evaluation results to applicants.
  • Assist with the coordination of grant agreement preparation for proposals selected for funding and contribute to the redress process and follow-up where complaints are submitted.
  • Represent Global Health EDCTP3 in working groups and committees related to calls for proposals management.

Scientific research and advice

  • Provide input to the development of the scientific priorities for the annual work programmes of GH EDCTP3.
  • Contribute to the implementation of the annual work programmes.
  • Contribute to the Annual Activity Report, identify and disseminate best practices, and present the programme and its projects at information days, workshops, seminars, conferences, and other public events.

Statistical analysis of data and advice

  • Provide statistical input for GH EDCTP3 papers, communications, or other documents concerning GH EDCTP3 objectives and performance measurement.

The successful candidate may be required to undertake other tasks and activities as necessary according to the evolution and development of the GH EDCTP3 JU’s structure or activities. Duties may evolve depending on organisational needs.

Eligibility criteria

Candidates will be considered for the selection phase on the basis of the following requirements, to be fulfilled by the closing date for applications and maintained throughout the selection procedure and appointment:

Nationality

  • Be a national of a member state of the European Union.

Education and professional experience

  • Have a level of education corresponding to completed university studies of at least three years, attested by a diploma.

Languages

Have a thorough knowledge of one of the official EU languages and a satisfactory knowledge, at least B2 level, of another of these languages to the extent necessary for the performance of the duties.

Selection criteria

Eligible candidates will be considered on the basis of the following criteria:

Essential qualifications and experience

  • Suitability to perform the tasks described above.
  • Demonstrated professional experience of at least four years in managing projects in the area of clinical research or global health.
  • Professional experience working in a multicultural, international, and multidisciplinary environment.
  • Very good written and spoken English, native or near-native level.

Advantageous criteria

  • A postgraduate degree in a field relevant to the position, such as medicine, biomedical sciences, epidemiology, or public health.
  • Demonstrated experience in the field of infectious diseases.
  • Good knowledge of the grant management cycle IT tools used in European institutions, such as Compass and Sygma.
  • Ability to use electronic office tools including Word, Excel, PowerPoint, Outlook, and MS Teams.

Conditions of employment

The successful candidate will be appointed as a Contract Agent, FGIV, pursuant to Article 3(a) of the Conditions of Employment of Other Servants of the European Union, for a period of three years, with a probation period of 9 months. Subject to performance evaluation and budget availability, the term may be extended. The period of engagement will not exceed the lifetime of the GH EDCTP3 JU.
