Ketamine: Trafficking and diversion (wholesale)

The aim of this webinar is to introduce law enforcement and judicial officials into the phenomenon of illicit ketamine markets in Europe, with a particular focus on the import and diversion of ketamine as well as the wholesale market.

By the end of this webinar, participants will be able to:

• Describe the common modi operandi of legal import of ketamine into Europe and its diversion to the illicit market, including the origins of the ketamine;
• Describe in general terms the situation of ketamine trafficking and diversion (wholesale) in Europe, particularly in Austria, Belgium and Germany;
• List the ways ketamine is offered on Darknet markets and how vendors market their products and services;
• List the way SkyECC/ANOM geodata analysis adds value to drugs and ketamine investigations.

This is the second of a series of six webinars, covering aspects of illicit ketamine markets in Europe. The full series is part of the CEPOL online course 'Ketamine', implemented 7 Oct - 9 Dec 2025. EMPACT training activity

Combatting new forms of organised crime requires more cooperation between police and gendarmes, customs officers, border guards, judges, and prosecutors. EU institutions, agencies and Member States work together to tackle organised and serious international crime through a permanent and key instrument: the European Multidisciplinary Platform Against Criminal Threats (EMPACT).

CEPOL plays a crucial role in the EMPACT mechanism through the provision of specialised training and the identification of training needs within each common security threat. Every year, CEPOL provides a comprehensive training package for each common EU crime priority consisting of onsite, online and exchange training activities.
