As Portfolio Manager within HR Strategy & Change, you play a central role in ensuring that our HR portfolio remains aligned with business priorities, strategic outcomes, and available capacity. You are the orchestrator of the HR governance and portfolio management cycle. You help HR leadership make informed decisions by providing transparency on priorities, progress, value delivery, risks, dependencies, and performance. You facilitate the annual and quarterly planning process, support a product way of working, and drive a culture of outcome- and value-based decision-making.

As a trusted partner to HR leadership, Product Managers, and HR teams, you ensure that strategic priorities are translated into actionable plans and that delivery teams remain focused on the initiatives that create the highest value for employees, managers, and in the end the business.

What you are going to do

Portfolio Governance & Strategic Planning

  • Ensuring the HR strategy remains relevant and actionable by translating strategic ambitions into a balanced portfolio of initiatives
  • Facilitating the annual planning process and quarterly business review (QBR) cycle across HR
  • Preparing, organising, facilitating, and following up on annual and quarterly portfolio reviews with HR leadership
  • Maintaining an integrated view of the HR portfolio, including strategic initiatives, product roadmaps, dependencies and risks
  • Providing insight into capacity and resource allocation, enabling informed prioritisation and delivery decisions across the portfolio
  • Supporting portfolio prioritisation and investment decisions based on strategic alignment, value, impact, effort, and capacity
  • Ensuring portfolio decisions are translated into clear actions and tracked to completion

Value-based working & Portfolio Performance

  • Embedding value-based thinking and decision-making throughout the HR organisation
  • Facilitating discussions on strategic trade-offs, priorities, expected outcomes, and business value
  • Defining, monitoring, and reporting on HR portfolio KPIs, OKRs, and tracking delivery progress, value realisation, risks, dependencies, and benefits across the portfolio
  • Supporting teams in defining and measuring success through outcomes rather than activities
  • Developing insightful management reporting and executive dashboards that enable data-driven decision making and create transparency around value delivered
  • Providing recommendations to improve performance, focus, and value delivery

Enabling a Product Way of Working

  • Supporting the adoption and continuous improvement of portfolio management and product management practices and governance within HR
  • Helping Product Managers and leadership teams establish effective planning, roadmap, prioritisation, and review mechanisms
  • Driving consistency in portfolio governance, ways of working, and performance management across HR products
  • Facilitating collaboration across product teams and ensuring alignment with broader HR and business priorities

Stakeholder Management & Executive Support

  • Acting as a strategic sparring partner for HR leadership on portfolio, governance, and transformation topics
  • Building strong relationships with Product Managers, HR Leadership Teams, Strategy, Finance, Data & Analytics, and other key stakeholders
  • Preparing executive presentations, portfolio reviews, and decision-making materials for senior leadership forums
  • Ensuring effective communication and alignment across the HR organisation

Who you are

You combine strategic thinking with strong execution and facilitation skills. You are comfortable operating in an environment with multiple stakeholders, competing priorities, and organisational change. You are analytical, structured, and able to translate complex information into clear insights and recommendations.

You bring:

  • 8-10+ years of experience in portfolio management, strategy execution, business transformation, consulting, or governance roles
  • Experience working in complex and international organisations
  • Strong facilitation skills, particularly in leadership and decision-making forums

Furthermore, you have experience with portfolio management, quarterly business reviews, strategic planning, and performance management, and are able to translate strategic objectives into measurable outcomes. You are familiar with agile and product-based organisations, or have a strong affinity for working in these environments. With your strong analytical skills, you can turn complex data into actionable insights that support decision-making and drive business performance.

You are an excellent stakeholder manager who can build relationships across all levels of the organisation and effectively influence others. In addition, you possess outstanding communication and presentation skills, enabling you to convey complex information clearly and persuasively. You are fluent in English, and proficiency in Dutch is considered an advantage.

Who you will work with

The HR Strategy & Change team plays a central role in shaping, governing, and enabling the execution of NN's HR strategy. The team is responsible for portfolio governance, strategic planning, employee listening, strategic workforce planning, organisational change, communications, and continuous improvement across HR.

The team acts as the integrator that connects strategy, products, people, and delivery. The team facilitates the annual and quarterly planning process, monitors strategic progress and value delivery, supports product teams, and enables leadership to make informed prioritisation decisions.

You will work closely with the HR Leadership Team, Product Managers, HR Business Partners, Centres of Expertise (future Product teams), Data & Analytics teams, Finance, Strategy, and colleagues across NN's business units and international entities.
