Engineering Manager Segment Services

Within Thales Netherlands Naval, the Engineering Competence Center is part of the Naval organization. Engineering is organized as a matrix with 8 product segments and consists of six main disciplines: System Engineering (~300 employees), Mechanical & Electrical Engineering (~130 employees), Software Engineering (~300 employees), Radar Front End Engineering (~90 employees), Supportability Engineering (~60 employees) and Engineering Delivery Management.

From an Engineering perspective, each segment is headed by an Engineering Manager for the Segment (EMS). In the segment of Services, Thales is looking for an Engineering Manager for the Segment (EMS) Services.

About your future job

The Thales Netherlands Naval organization is organized according to several segments. The Engineering Manager for a Segment is responsible for the total performance of the engineers in that segment in relation to delivery in line with the segment strategy and the defined engineering working methods. The EMS for the Services Segment plays an important role in both the Services segment and within the Supportability Engineering department of Thales Netherlands.

The Services segment is primarily focused on the delivery of various services to customers, such as delivery of spare parts, repairs or overhauls of existing products in the field. The Supportability Engineering department consists of the disciplines technical documentation, customer training, logistics engineering and obsolescence management. The focus of the Supportability department is the delivery of information and services that allow customers to operate, maintain and support the products delivered over their full life cycle during their critical mission.

The EMS’ work starts with estimates for bids and continues until execution (development), to the final qualification of the products all the way to the services phase. For this, EMS Services has about 10 Work Package Managers (Integrated Logistic Support Managers) reporting to them. There are also three Team Managers within Supportability Engineering reporting to the EMS, who in turn manage about 60 Supportability Engineering employees.

The EMS is accountable for the On Time Delivery of the work (D-OTD) as well as the realization of the deliveries within budget. EMS Services is expected to support the expected growth of the services segment and is responsible for preparing the engineering organization for the business development and commercial expansion of the services segment.

More specifically the EMS will be accountable for:

• Manage People: The EMS shall build and maintain a multi-disciplinary team to master the responsibilities of Engineering in full alignment with the expectations from the Services Business Segment, understanding the dynamics of individuals, groups and culture, adapting behavior and influencing others to achieve a high performing team. EMS shall flow objectives to direct reports and the dual reporting colleagues.
• Sales and Operations Planning: The EMS is accountable for the S&OP demand and supply reviews for their scope, for short- and mid-term resource needs.
• Manage Bid: The EMS shall be accountable for the commitments taken during the bid process for the part of the bid associated with the engineering activities in its Product Segment scope.
• Manage Project: The EMS shall be accountable for the execution of engineering activities delivered by the engineering segment, and the execution of work packages associated with the projects and products of its corresponding Business Segment. The EMS makes the delivery commitments, cognizant of the resource constraints, and manages the priorities for the deliveries within the Business Segment. The EMS is accountable for the delivery on time, on cost, on quality to customers for all engineering deliverables in their scope.

The EMS Services

• is a member of the Engineering Management Team
• is a member of the Services Management Team
• is in charge of around 10 WPMs and 3 Team Managers
• is accountable for the engineering commitments made during the bid process
• is accountable for the delivery in their segment with respect to schedule (on time delivery), cost and quality
• is responsible for staffing teams with WPMs and engineers in such a way that delivery can take place within agreed cost and planning
• is accountable for the short- / mid-term S&OP demand resource needs
• has a dual reporting line: to the Engineering Manager and Product Segment Manager Services

You have proven experience as a line manager and/or program manager working in a highly technical environment. As an EMS:

• You have a bachelor’s or master’s degree in engineering or business administration, or equivalent.
