About this position

As a Project Manager Quantum Technology at TNO’s High Tech Industry (HTI) unit, you play a key role in valorizing quantum technologies. You operate at the interface of clients and multidisciplinary R&D teams to shape proposals and projects from concept through successful delivery.

What will be your role?

At TNO, you will join the High Tech Industry (HTI) unit—one of the most enterprising parts of the organization. Across multiple locations in the Netherlands, around 600 professionals work on innovations that strengthen the competitiveness of Dutch industry while contributing to societal well-being in the Netherlands and beyond. You will be primarily based at our Delft site, working in the field of quantum technology, and will collaborate closely with colleagues from a wide range of expertise areas. This ensures exposure to the diversity of knowledge, areas of expertise, and people within TNO.

You will become part of TNO’s Quantum Technology department and contribute to projects carried out directly for clients or in collaboration with external partners. As a project manager, you play a central role throughout the entire project lifecycle—from proposal development and customer negotiations to execution and successful delivery. You translate the ideas and ambitions of colleagues and partners into feasible project plans and tangible results, actively contributing to the further development and maturation of quantum technologies. Projects are executed in multidisciplinary teams with a strong focus on state-of-the-art hardware and innovative manufacturing processes. This is a high-impact role within a rapidly growing quantum ecosystem.

You will manage multiple projects in parallel, focused on the valorization of quantum technologies, with an emphasis on quantum sensing applications. A key responsibility is to structure project teams and embed TNO’s project methodology, making effective use of the professional support organization. You oversee project finances and forecasting, actively manage risks, monitor technical progress, and support teams in achieving milestones and deliverables. Together with technical leads, you translate client needs and project ambitions into concrete activities and detailed project plans during the proposal phase. You are ultimately responsible for delivering projects on time, within budget, and in line with agreed quality standards.

What we expect from you

To excel in this role, you should have:

  • Degree in Physics, Mathematics or Engineering.
  • 5+ year experience in managing complex, multidisciplinary R&D projects.
  • Tangible experience with project management practices (costing overview, EAC, ETC, risk management, contingency management, resource planning, milestone planning and preparation, procurement overview).
  • Experience in the field of quantum technology or nanofabrication is not a requirement but is a pre.
  • IPMA certification or equivalent is not mandatory but is a plus.
  • An entrepreneurial and proactive mindset: you identify opportunities, develop new activities, and connect with external stakeholders.
  • Excellent people management skills and a strong ability to remain resilient under pressure.
  • Excellent command of English; Dutch is an advantage.
