Within Markets, the License to Operate, Advisory & Oversight NL team (Markets COO) plays a crucial role in ensuring a fully compliant and future-proof organisation, in line with global internal and external regulations. You will work in a highly dynamic environment where ambiguity is part of the job and where pragmatic judgement, ownership and resilience truly make the difference. You’ll be part of a close-knit team of seven colleagues, collaborating intensively with five other Markets COO teams.

You and Your Job

As an Advisor License to Operate, Advisory & Oversight, you contribute by participating in projects and performing processes, maintaining the Markets business strategy of ensuring our License to Operate. This includes the relationship with the Risk & Control Framework of Markets. With your knowledge, you will make sure to support the business impact and, in the meantime, aid the implementation of regulatory requirements. It is your responsibility to coordinate and monitor progress.

You remain effective under time pressure, are stress-resilient and take full ownership when something goes wrong, proactively driving issues to resolution end-to-end. You are comfortable working with demanding managers and senior stakeholders and rely on a strong internal network to quickly identify where problems originate and how they can be solved.

Practical examples

  • You partner closely with Global RCP and Front Office to strengthen and continuously improve the Markets Utrecht risk & control framework, fully aligned with regional Markets profiles.
  • You translate new and existing regulations into clear, practical risks and controls and embed them across Markets business lines, including accurate implementation in Archer.
  • You oversee the effectiveness of end-to-end business processes, identifying and monitoring financial and non-financial risks and corresponding controls.
  • You deliver sharp Management Information with clear analysis and actionable insights to support management decision-making.
  • You collaborate with a wide range of internal and external stakeholders across the Markets value chain to ensure regulatory compliance and strong governance.
  • You act decisively on incidents, urgent issues and regulatory questions, coordinating swift action across teams—also under tight deadlines.

You and your talent

  • Strong experience and/or a solid understanding of Markets Front Office, its products and processes, and the broader Markets value chain.
  • Recent experience in a financial institution is essential.
  • Good knowledge of key Markets regulations (e.g. MiFID II, EMIR, Volcker, DFA) and their day-to-day business impact.
  • Hands-on experience with risk management and working within a Risk & Control Framework, applied pragmatically and business-oriented.
  • Excellent stakeholder management skills, engaging confidently with Front Office, oversight functions and senior stakeholders.
  • A proactive mindset: you build strong internal networks, take ownership and deliver results—even when priorities shift.
  • Strong problem-solving skills, resilience under pressure and the ability to act decisively in a fast-paced, dynamic environment.
  • You are currently living in, and legally allowed to work in, the EU / the Netherlands.
  • This role will require you to be flexible as business requirements and priorities in the Markets environment are constantly changing.
  • You will be expected to maintain the highest level of integrity and discretion, especially when working on issues of a sensitive nature.
