About the role

Here at Balfour Beatty Living Places we are looking to expand our Quality Team. This has given rise to the exciting opportunity to join us as a COMPLIANCE MANAGER covering sites across England in our Street Lighting and Highway Maintenance as well as other contracts within our Balvac and Ground Engineering Business Units, reporting to the Quality Manager.

You will be part of a team of five and will be required to manage compliance primarily to HERS, NERS and HEA with your assigned contracts, as well as ISO9001 and NHSS, assisting with preparing for and executing internal and external audits with relevant accreditation bodies and the internal audit team.

What you'll be doing

As a COMPLIANCE MANAGER, you will have the following accountabilities:

  • Agree and maintain clear business objectives for the PFI concession.
  • Ensure compliance of PFI portfolio with the requirements of the Highways Electrical Association (HEA).
  • Work with Line Manager to develop specific objectives in line with business plan.
  • Carry out Internal Technical Audits of contracts in accordance with a pre-defined programme.
  • Provide on-site assistance to contracts during internal and external audits as necessary.
  • Complete a training gap analysis at the commencement of any new contract to ensure that all operatives can be registered to the scheme in accordance with the role they will complete.
  • Manage the close out of audit findings.
  • Act as the lead for the business to ensure that operatives are able to achieve the requirements of the Street Lighting competency-based qualifications (CBQ) including the appropriate allocation of necessary resources.
  • Support the business with the application to become an independently registered and approved CBQ centre. Maintain fair and consistent attitude in all dealings at all levels.
  • Fulfil the role of NERS Authorising Officer for BBLP.
  • Clear communication of the company objectives, ensuring prompt implementation of new directives.
  • Operate a culture of continuous improvement.
  • Build and maintain effective relationships with external and internal stakeholders as well regulatory organisations.
  • Where required provide input to the tender development and bidding process
  • Challenge current systems and processes to ensure best practice and continual improvement
  • Provide advice and coaching on Quality issues
  • Provide input to Quality Reporting and statistics
  • Keep up-to-date with industry developments; raise awareness of company profile by establishing key local contacts, including attendance of the NERS forum.

Who we're looking for

The following qualities/experience are essential:

The post holder is required to have;

  • Knowledge of Street Lighting operations
  • Experience of working in a highways or street lighting role
  • Electrical experience and prior registration to the HEA as an Authorising Officer or Qualifying Supervisor,
  • Internal verifier qualification (V1 or equivalent) or be willing to complete the qualification.
  • Coaching and Training skills and experience
  • IT Literate with knowledge of MS applications, e.g. Word. Excel, Outlook, O365/SharePoint
  • Excellent Motivation and influencing skills
  • Good interpersonal and communication skills
  • An ability to gather, analyse and evaluate facts
  • Pays attention to detail and sees things through to completion
  • Previous audit experience
  • A full, clean driving licence

The following qualities/experience are desirable:

  • Knowledge of Street Lighting operations
  • Experience of working in a highways or street lighting role
  • Electrical experience and prior registration to the HEA as an Authorising Officer or Qualifying Supervisor,
