As Tech Domain Payment we deliver advanced IT solutions for customers in the field of payments. We shape digitization by offering simple, reliable and secure IT services that are relevant and affordable. This includes e.g. cards, contactless payment, Apple Pay, Rabo Wallet, iDeal, Instant Payments and personal loans. We deliver IT services for the Tribes Payment, Account & Payment Factory, B2B and Consumer Finance (hereinafter referred to as Payments domain). Continuity and risk are very important topics in our area of work. Our IT domain has the highest classification in terms of business-critical infrastructure and has a very broad and diverse field of stakeholders.

We have an important role in keeping our clients safe and secure. And you can help us! As DCO you are the primary advisor on continuity, compliance and risk matters to the Tech Domain Lead and (sr) Tech Leads in the Payments domain.

What do you do as DCO?

You have a consulting, auditing and directing role on a tactical and strategic level. You drive continuous improvement of our compliance, continuity and risk handling and seek alignment with other IT departments. As such you have strong stakeholder management skills and act as a single point of contact for our domain towards IT as well as business stakeholders. Also, the DCO represents the domain in discussions and forums where integrated continuity and risk management are addressed.

As a DCO you will make a true difference by:

  • Supporting the Tech Domain MT’s in reaching their strategic goals through Stable and Secure by Design. You initiate, direct and monitor the Dynamic Risk Cycle activities.

  • Being a strategic sparring partner for, as well as valued challenger of the Tech Domain MT’s, which requires the appropriate seniority and stature at MB-3. You bring decisiveness and acceleration to specific In Control related topics.

  • Not only making sure we are compliant to today’s standards but anticipating on a multitude of future standards and developments (legal, technological and changing business needs).

  • Driving continuous improvement of our compliance, continuity and risk handling and seek alignment with other Tech domains. You contribute to developing standards & procedures and initiate and monitor compliancy towards these standards.

  • In this role you will need to work across teams, domains and departments to make sure risk appetites are met. As an advisor and coordinator you’ll make sure that together all requirements for compliancy, legislation, business continuity, risk appetite, vulnerability and risk management are met.

Position in the organisation

The DCO function is positioned in Retail NL Tech. As of 1 November 2022 (planned date), a Tech Control Office will be set up, under the hierarchical leadership of the TCO. The activities are still carried out by a dedicated DCO and/or Risk Professional for the domain Payment domain, but this will result in greater synergy and efficiency of work takes place.

The DCO will make a true difference by:

  • Understanding our responsibility as a “System Bank” in which the Payment domain is characterized by a technically complex and critical business environment. By taking the lead the DCO secures a digital transformation without disruptions.

  • Guarding the continuity of services throughout our business chains by taking an integrated approach to risk.

  • Not only making sure we are compliant to today’s standards but anticipating on a multitude of future standards and developments (legal, technological and changing business needs);

  • You have very strong conceptual, persuasion and strategy capabilities at senior level;

  • You are very strong in the field of people management, stakeholder management and obtain diplomatic capabilities at the (senior) management level;

  • You have process re-design capabilities and specifically the ability to translate a strategy to implementation in order to reach results effectively;

  • You have experience with risk and willingness to keep up with legislation developments;

  • You have strong analytical skills;

  • You are able to perform under high pressure.

  • You obtain a university/HBO degree
