Employment (38 hours)

The Safety Expert is responsible for the Supply Chain HSE policy which need to be fully in line with local regulations and guidelines (e.g. Seveso, BRZO, Arbo-guidelines). Furthermore the Safety Expert is responsible for the Safety Management System (BRZO-legislation) in the Netherlands.

The Safety Expert develops and implements a Supply Chain HSE policy that is fully in line with the local regulations and guidelines and ensures that all Supply Chain departments act according to this policy by advising, auditing, reporting and perform incident analyses, all to ensure that Action creates an safe and healthy environment for his employees.

Your daily Actions

You will act as a subject matter expert by identifying external developments to ensure that the HSE policy is still in line with legislation and guidelines but also internal developments to ensure that internal procedures and working instructions are still in line with the HSE policy.

You will define, execute and improve standard guidelines and procedures regarding HSE and you will advise local management and employees regarding HSE issue’s. You will analyse (potential) major incidents and optimize procedures based on the lessons learned. For incidents with major injuries (mandatory to report to Inspectie sociale zaken en werkgelegenheid): coordinate process with ISZW and ensure that all necessary process are executed according to the ISZW guidelines. You will advise external stakeholders on HSE procedures and ensure that their HSE policy is in line with the Action HSE policy.

Additionally, you will actively gather input from employees, safety committees, management and other key-users, and will proactively provide advice to all stakeholders. You will analyse bottlenecks in procedures and way of working and initiate and implement improvements.

Also, you will be in charge of the management of the BZRO Safety Management System, while ensuring a complete and efficient HSE incident management administration and producing safety reports regarding (LSP) HSE policy.

You will manage the internal BZRO audit process to ensure that all audits are executed in time and manage reported deviations, and you will initiate and/or execute mandatory reports like RI&E, Safety study, ATEX etc. You will execute or initiate safety audits and manage deviations, within own and outsourced DC’s, and will be responsible for managing all external audits and inspections by governmental agencies.

Furthermore, you will initiate and maintain relationships with all government agencies regarding legislation, permits and certificates (e.g. ISZW, ‘Omgevingsdiensten’), with external advisors and consultants, with all internal stakeholders (e.g. management, safety committees, legal department, work council), and with Logistics Service Provider key-stakeholders.

Moreover, you will initiate and manage projects within the HSE area and participate in Supply Chain projects.

Who you are

You are very organized, able to able to structure activities and projects, and stick to agreements within deadlines and according to guidelines. You work effectively with others to achieve common targets and work efficiently under time pressure. You make proposals for efficient and effective working methods with the least possible complexity and implements these, and are able to work in an international environment.

Furthermore, you have:

  • Educational level at Bachelor’s degree; preferably degree in Hogere veiligheidskundige
  • At least 5-7 years of relevant working experience in a similar job, preferably in a retail/logistics environment;
  • Certification as a safety expert;
  • Proven negotiation experience / skills;
  • Fluency in English.
