Dow is a leading industrial company in The Netherlands with a world scale chemicals manufacturing complex at Terneuzen in South Zeeland. For this reason, the company is one of the top CO2 emitters in The Netherlands and is consequently at the forefront of many Dutch and EU public policy and regulatory challenges, including climate and energy policy, CO2 charges, the circular economy, technology development and future investment requirements.

Dow is seeking to address these challenges in a constructive solutions-oriented manner in order to ensure a sustainable and competitive long-term manufacturing presence in The Netherlands. We are looking to appoint an experienced Government Affairs Director to assist in addressing these issues.

Location

It is anticipated that the successful candidate will primarily work from a home office in The Hague and typically spend one or two days a week at the manufacturing complex in Terneuzen or elsewhere as required.

Key Responsibilities

a) Provide a comprehensive understanding of Dutch government policy and regulatory practice in the areas of climate and energy policy, CO2 costs, the circular economy including plastics waste and recycling, industrial and innovation policy and government funding

b) Successfully communicate this awareness and understanding at all levels of Dow management

c) Maintain and develop lines of communication with relevant government departments and agencies, appropriate parliamentary committees and with other external stakeholders as required, to ensure accurate and well-informed policy debate

d) Coordinate with key internal stakeholders including regional, business and functional leadership and actively contribute to the shaping of Dow Netherlands public policy and advocacy strategies. Lead or contribute to the implementation of these strategies as required

e) Prepare for senior Dow executive participation in relevant government, industry association and other fora and contribute to the development and adoption of appropriate shared industry positions

f) Personally represent Dow Netherlands in external fora as appropriate

g) Maintain and develop an informed dialogue with other relevant external public policy stakeholders including think tanks, industry groups and civil society. Identify and manage appropriate consultant support if/as required

h) Ensure that Dow public policy and advocacy in The Netherlands is closely aligned with the company public policy and political approach in Brussels and on an overall EU and global basis

Key Internal Stakeholders

The successful candidate will report to the Dow Senior Director of Government Affairs for Europe, Middle East, Africa and India (EMEAI) based in Horgen, Switzerland, and will align closely with the Regional President for The Netherlands and North-West Europe based in Terneuzen The post-holder will become a senior member of the Dow EMEAI regional Government Affairs team, which includes a professional presence in Brussels, Berlin, London, Paris, Istanbul, Riyadh, Delhi and Pretoria, and part of a global Government Affairs team under the leadership of the Corporate Vice President for Government Affairs based at the company headquarters in Midland, Michigan The post-holder will also become part of the Dow Netherlands leadership team based at Terneuzen

Experience and Qualifications

The successful candidate is likely to have ten to fifteen years of professional government affairs experience in government, diplomacy, industry, consultancy, trade association, think tank or comparable roles, with a substantial track record of direct engagement with (or in) industry on major public policy issues such as climate and energy policy, the circular economy, industrial policy, process and product regulation and government funding. Native Dutch language is essential along with fluent spoken and written English. Competence in other European languages will also be helpful An academic background including public policy, economics and EU/international affairs up to Masters level is likely to be advantageous but other applicable areas of expertise will also be considered. Comfort in dealing with technical issues is also helpful. The successful candidate will be a self-starter, capable of initiating and driving appropriate actions and relationships, a fluent spoken and written communicator, with a strong team commitment, and comfortable working within an extended network while delivering focused professional expertise and action.
