Role Context

A Site Engineer safely and effectively manages a set of tasks and is technically responsible for their outcome. Reporting directly to the Section Engineer, this role will potentially include the management and supervision of technicians or student engineers on site.

They work within the site engineering team under the guidance of Section and Senior Engineers, alongside site supervisors and managers.

They will work predominantly on site assisting in the technical management and delivery of major construction projects.

Site Engineers are part of the Engineering Job Family and Technical Function, which is there to ensure technical excellence, assurance and performance across all projects and opportunities from pre-project, early engagement and work winning through to detailed delivery. All of our engineers are part of our Engineering Enterprise and are aligned with our overall strategy to maximise DfMA, Digital Engineering, and Early Engagement. The below deliverables and accountabilities describe the full role of an experienced and trained site engineer. We do not expect a graduate to be able to fulfil all of the below straight away on entry to the programme. You will receive the appropriate on and off the job training to allow you to become an experienced Laing O'Rourke engineer.

Key Deliverables and Accountabilities of the full role of a Site Engineer.

1 Engineering Methods

  • Applies the LOR procedure and can explain it to others.
  • Applies other company information e.g. Engineers Handbook, Risk Trade Bullet Points.
  • Carries out dimensional control activities ensuring appropriate checks.
  • Can interrogate and transfer setting out data from 2D CAD data. Able to extract setting out data from the Digital Engineering model directly into the setting out instruments.
  • Interprets as-built surveys, verifying compliance with project requirements. Produce reports. Ensure surveys carried out in a timely manner.
  • Understands limitations of setting out equipment.
  • Controls survey equipment ensuring it is suitable, in calibration and checked at appropriate intervals.
  • Extracts tolerance information from specifications. Applies appropriate setting out techniques to meet tolerances.
  • Provides guidance and on the job training to junior engineers

2 Workmanship, quality, inspection and testing

  • Complies with project and company quality procedures.
  • Fully understands the specification requirements and how they will be achieved.
  • Implements the requirements of the ITP.
  • Can produce MS for common site operations. Ensures that method statements are followed on site in order to produce the required quality.
  • Monitors and reports on effectiveness, subcontractor performance and control of QA and management process.
  • Maintains quality control records in accordance with the ITP.
  • Raises Quality Non-Conformance Reports (NCRs) and closes them out.
  • Applies company and external information.
  • Understands how DfMA can improve the quality of the product we deliver.
  • Adopts and promotes a culture of right first time. Can identify where quality standards are deficient.
  • Understands company audit process.

3 Permanent works and materials, products, plant and systems (MPPS)

  • Has a basic understanding of the properties, principles and capabilities of relevant materials, products, plant and systems (MPPS).
  • Knows test requirements/ limits for MPPS, and where the frequency of testing is specified.
  • Understands how material call-off schedules are produced.
  • Provides relevant information on site measures in order to record materials wastage.
  • Maintains records of materials in accordance with project or specification requirements. Samples materials in accordance with appropriate standards and the Inspection and Test Plan (ITP).
  • Is familiar with the project specification, manufacturers instructions and company guidance e.g. TIN, TA, RTBP for MPPS they are involved with.

4 Construction methods, practices and innovation

  • Understands the methods/practices that are in use on their project.
  • Understands outputs for works on their own project.
  • Can measure and record materials and resources.
  • Has an appreciation of value engineering.
  • Can produce sketches and drawings to clarify methods and construction sequences.
  • Is aware of company technical literature and where to find it (TIN's, TA's, RTBP's, SA's, etc).

5 Temporary works, systems and cranes

  • Knows that there is a Laing O'Rourke procedure for the management of temporary works and understand their responsibilities within it.
  • Appreciates what temporary works are. Familiar with common types of equipment and where they are used.
  • Understands the role of the Temporary works co-ordinator (TWC).
  • Understands the role of a Temporary Works supervisor (TWS). Undertakes the role of TWS for low risk items of temporary works.
  • Understands the purpose of a Design Brief.
  • Demonstrates an understanding of load paths.
  • Knows that there is a Laing O'Rourke procedure for the management of lifting operations and understand their responsibilities within it.

6 Design Process

  • Communicates as appropriate with the project Design Manager.
  • Is aware of the design process and when design takes place on a project. Knows what the type and format of information and services the design consultant/s provides.
  • Is aware of the design management function. Knows how to obtain/access latest revisions of documents and drawings.
  • Is aware of the Construction Design and Management regulations (CDM) the responsibilities of the key post holders and how these affect work on site
  • Is aware of the properties of commonly used structural materials and where these materials are best suited for use on an Engineering/construction projects.
  • Is aware of the LOR Design Execution Plan process and the purpose of having such a document.
  • Understands what Contractor design' means and the roles and responsibilities. Is aware of modular form of construction including pre-cast concrete systems.
  • Has appreciation of the requirements of the building services/ mechanical/electrical design and potential affect on the structure of any fixing/s.
  • Has awareness and some capability of 3D/4D modelling. Understands its engineering and other potential uses for construction projects. Use the model viewer software.
  • Is aware of the significance of the design contract information and understands that LOR has to comply with it. Is aware of and can use the change control process.

7 Information and change control

  • Sets up mechanisms to inform engineering team of changes. Marks up drawings with changes referencing documentation that verifies change.
  • Interprets construction information from drawings and specifications, provides this to supervisors and operatives in a clear way.
  • Uses Electronic Data Management System to obtain construction information. Maintains engineer's hard copy drawings and specifications so that current information is always presented to them. Ensures information for own section of works is current and being used by construction team.
  • Raises Technical Queries to resolve information discrepancies.
  • Knows RDC (Request for Design Change) procedure for change of design information.
  • Collects as-built information for inclusion in construction records. Interprets as-built surveys/ installations prior to construction of follow-on activities.

8 Project Management

  • Knows the specific requirements of the various management roles.
  • Is aware of site logistics and understands the site logistics plan.
  • Is aware of the interfaces with other trades and elements.
  • Is aware of the contract and terms of appointments and obligations of LOR and the supply chain.
  • Is aware of allowances made for items within the cost plan/budget.
  • Is aware of the programme commitments and can understand short term programmes.
  • Knows the requirements for H&S method statements and risk assessments for all works. Ensures that works on site are carried out in accordance with the required methodology.
  • Has the ability to provide relevant information from drawings/ specifications and monitor and record information required by the contract as directed by management team.

9 Health, Safety and Environment

  • Has a good awareness of the LOR SMS. Contributes to the operation of safe working procedures such as Confined Spaces, Hot Work permit etc.
  • Is fully conversant with the LOR Environmental System (EMS). Contributes to the management of environmental issues.
  • Ensures work is carried out in accordance with safe systems of work, method statements and task sheets. Produces method statements and task sheets. Delivers activity briefings.
  • Pro-actively completes, Hazard and Near Miss (HNM) reports.
  • Ensures work is carried out in accordance with Permit to Excavate and Control of Buried Services procedures, includes producing permits to excavate.
  • Familiar with COSHH regulations. Undertakes allocated tasks in connection with the control of substances hazardous to health on projects.
  • Conversant with LOR HSE reporting systems.
  • Contributes to HSE tours of sections of projects by managers.

10 DfMA

  • Aware of DfMA (component set ) available for use on site.
  • Is aware of the 70/60/30/0 DfMA objectives.
  • Is aware of the content of the Precast Assembly Manual.
  • Knows the appropriate tolerances required during erection for the building to conform to specification.
  • Is aware of the specified finishes required in the specification and what can be achieved with precast products.
  • Is aware of the Explore facility and the various aspects of manufacturing.
  • Is aware of the logistics requirements to accommodate a DfMA approach.
  • Has an understanding of how to promote DfMA to others.
  • Is aware of the precast delivery schedule and how it is used to determine component delivery alongside the project programme.
  • Check DfMA designs specific to their works and raise any clash or buildability issues to Section Engineer and/or Design Manager.

11 Digital Engineering

  • Aware of Digital Engineering technology.
  • Has basic knowledge of 3D model uses and the value of this technology to construction projects.
  • Aware of the concept of 4D/5D applications on construction projects.
  • Aware of LOR Digital Engineering Objectives Menu.
  • Aware of Revit modelling software.
  • Aware of High Definition Scanning (HDS).

12 Commercial and Business Acumen

  • Knows the cost of common materials, plant and equipment. Understands outputs for works on their project.
  • Is aware of the type of contract and method of payment applicable to their project.
  • Understands what a project budget is. Is aware of allowances made for items within the cost plan/ budget.
  • Is aware of the Project Risk Register.
  • Is aware of the Contract Review process and what it entails.
  • Maintains a site diary covering issues within their area. Understands the importance of record keeping.
  • Understands how changes to the contract baseline can impact on the commercial outcome.

13 Procurement

  • Has knowledge of the Laing O'Rourke procedures for procurement.
  • Is aware of the plant available to hire from Select Plant.
  • Is aware of the Laing O'Rourke Preferred Supplier Agreements and where to find them.

14 People Management

  • Can identify own development needs required to fulfil current and future job roles.
  • Familiar with teams/teamwork principles and their role within it. Supports others as needed. Checks team objectives and ensures common understanding within team. Creates a positive environment and works to improve team work.
