Summary

Can you engage a community of 400 project delivery professionals on an improvement journey?

We're seeking a proven change manager with a Project Delivery (Portfolio, Programme or Project Management) background to energise improvement and maturity within our Project Delivery function.

You will deliver effective change management and improvement by owning the implementation, within Dstl, of the Ministry of Defence’s (MOD’s) Project Delivery Functional Strategy (PDFS) and wider government Project Delivery change initiatives.

The PDFS is an ambitious strategy to ensure that Project Delivery in the MOD is consistent, efficient, effective and professional; using externally recognised good practice to achieve the best outcomes for Defence.

You will be outwardly focussed, influencing the implementation plan for the PDFS and inwardly focussed, to understand the implications of changes on Dstl and delivering those changes within Dstl.

You will provide strategic leadership across Dstl in Project Delivery (PD)capability, capacity, learning and development, professionalization and culture.

Job description

In this role you will :

You will be the focal point for Dstl’s implementation of MOD’s PDFS; understanding the impact of the changes on Dstl; crafting the implementation to ensure Dstl specific considerations are understood and catered for; and maintaining a positive relationship with MOD's PDFS implementation team.

You will lead the implementation of initiatives resulting from the PDFS within Dstl. Working with all Dstl divisions affected by the changes. You will drive the strategy and implementation of the following areas of Dstl’s own PD Improvement Programme, including leading related projects and ensuring they align to other Dstl transformation activities:

•Continued Professional Development (CPD)

•Skills, Learning and Development;

•Capacity, capability succession and talent management;

•Cultural change

You will work with our Skills and Continued Professional Development (CPD) Coordinator and PD Tools, Processes and Management Information Principal to:

•Monitor and evaluate how the continuous professional development of PD professionals is appropriately supported across Divisions.

•To ensure our PD training modules are fit for purpose and align with industry good practice. Supporting the delivery of this training where required;

•To ensure the CPD system meets the requirements of the community and aligns with MOD/wider government direction;

•To implement processes and tools aligned with MOD.

You will collaborate with our Division Programme Leaders to define and implement appropriate ways to support the PD community;

You will act as a reviewer for our PD Improvement Programme (for elements you are not undertaking);

In order to maintain relevance and currency with the Project Delivery community you will manage or support Science and Technology (S&T) or internal projects or programmes for up to 20% of your time.

•Can work across the business to deliver results.

Qualifications

You will have:

• A recognised professional Project Management qualification (e.g. APM Project Management Qualification (PMQ), Prince 2 or equivalent);

• Managing Successful Programmes (MSP) Practitioner and Management of Portfolios Practitioner (MOP) would be helpful; we will support you to achieve this within 12 months of appointment.
