Summary

DSTL Senior Armourer is accountable to the Dstl Site Operations Manager for the assurance of assets categorised as Attractive to Criminal and Terrorist Organisations (ACTO). This role is in the Enterprise Security capability and conducts both rolling, planned and random targeted assurance activities across the Dstl enterprise in addition to Senior Armourer duties.

Dstl is a complex organisation with a diverse range of potential threats, vulnerabilities and risks to manage in order to ensure safe, secure and resilient operation in terms of its staff, sites, information and assets. This role is a key enabler in maintaining appropriate baseline security controls for Dstl in a key area which supports Dstl Science & Technology outcomes. You will be providing a vital element of assurance that supports Dstl’s broader governance activities in a key area of licence to operate.

This is a new post in Dstl and you will be joining our Security team as a suitably qualified specialist

Job description

In this role you will:

• Ensure compliance with mandated Security, Storage and Movement requirements listed within JSP 440 Leaflet 5.

• Design, develop, implement and maintain armoury Standard Operating Procedures for the Dstl Porton Site Central Armoury.

• Actively support the Establishment Security Officer (ESyO) in conducting Level 1 Assurance activities and maintaining overall control of the Dstl Porton Site Central Armoury.

• Report any incident in accordance with agreed processes.

• Oversee the overall environment in which sub unit holdings will be managed.

• Facilitate Level 2 and Level 3 assurance checks as required.

Activities will include:

• To be responsible and accountable for the inspection, repair, modification and security of all small arms weapons and ancillary holdings, to ensure a the necessary state of weapon availability to enable Dstl to meet it’s operational requirements.

• To conduct, as required, planned Inspection, Quality control programmes and the production of small arms inspection reports. Ensure that all weapons are fit for purpose and safe to fire on issue.

• Maintain appropriate asset records and repair records for all SA and Optical Sights held by the establishment

• Responsible for raising Equipment Failure Reports (EFRs) for SA and ancillaries as required.

• Ensure all documentation is correctly completed for equipment dispatch and receipt.

• Liaise with ACTO Assurance Security Advisor on management and control of ACTO assets across Dstl boundaries.

• Ensure compliance with disposal process for the appropriately documented and assured destruction of any arms or ACTO assets.

• Oversee Transportation (Movement) Plans in accordance with JSP 440 Leaflet 5 for Site Security Operations/ESyO review and approvals.

Responsibilities

We are looking for someone who has:

Qualified REME 1 Armourer Course or Tri Service equivalent. Proven depth of technical skill and experience in managing Armoury related holdings of a diverse nature and at scale.

You will be required to operate at the enterprise level working closely with Divisional Armoury staff to ensure safe, secure, resilient and compliant operation - using technical skill to best effect to achieve relevant outcomes.

You will actively engage with a wide range of stakeholders providing specialist security advice and guidance accordingly. You will have proven communication skills.

Further essential attributes include:

• A strong desire to deliver and assure a secure, safe and resilient working environment for Defence Science and Technology;

• Knowledge and understanding of HMG/MOD Security requirements/regulations, specifically JSP 440 Leaflet 5 - Arms, Ammunition, Explosives and ACTO.

• Experience with conducting assessments and delivery of advice in the context of a compliance or quality controlled service.

Qualifications

Qualified REME 1 Armourer Course or Tri Service equivalent.
