Summary

Ofgem is a non-ministerial government department and an independent National Regulatory Authority. The post holder will support the Accounts and Transactions Manager in preparing Ofgem’s financial reporting and annual financial statements, including documentary evidence required for audit purposes. The post holder will provide financial accounting expertise across Ofgem and will also manage all financial FOIs/ PQs, and data submissions to HM Treasury, Cabinet Office, OGDs including the Main and Supplementary Estimates. The post holder will manage one post in order to carry out their responsibilities.

Job description

Key responsibilities

Financial Reporting Incl. Annual Financial Statements

  • Undertake analysis, data collation and reporting to prepare annual report and accounts in line with reporting and accounting standards.
  • Provide support to facilitate the smooth running of the external annual audit cycle, acting as the key day to day contact point for all audit queries.
  • Maintain best practice and compliance to reporting and accounting standards to ensure data integrity and accuracy is robust.
  • Undertake analysis and checks to identify issues with data and take corrective action accordingly.
  • Lead on implementing external audit management actions and internal audit recommendations across Operational Finance.
  • Manage the risk log for Operational Finance, tracking issues, and taking necessary actions to manage risk.
  • Support preparing a robust Spending Review submission on behalf of Ofgem, working closely with Finance Business Partnering and the Business Planning & Reporting teams

Treasury Functions

  • Work closely with Payables Manager to oversee day to day and longer term cash management: VAT, HMT, Cabinet Office and any NAO returns
  • Assist with Treasury/Cabinet Office budget setting and interim budget adjustments, including bids for supplementary funding
  • Carry out balance sheet reconciliations as required
  • Manage Fossil Fuel levy and other scheme payments.
  • Draft preparation of responses to FOIs and Parliamentary Questions
  • Identify opportunities and implement changes to promote continuous improvement.

Management

  • Support the Senior Accounts & Transactions Manager in implementing robust, proportionate financial control and management across Ofgem. Support the Finance Business Partnering team in developing material for financial awareness training for all Ofgem SCS.
  • Provide day to day line management to Accounts Officer, ensuring work is prioritised and accurately processed in line with SLAs and best practice including financial reporting and accounting standards.
  • Provide accurate financial advice to internal and external stakeholders to inform decision making and actions.
  • Work proactively with finance team members and other internal and external stakeholders to continuously improve the efficiency of the finance processes

Responsibilities

Specific skills and capabilities

Essential:

  • CCAB qualification or demonstrably on route to qualification.
  • Strong record of work experience in financial and statutory accounting in the public sector.
  • Technical knowledge of financial and reporting standards, Government accounting rules and HMT reporting cycle, Spend Review process, UK tax legislation, especially PAYE/NIC and VAT.
  • Significant track record of working with finance systems within a complex environment
  • Strong Microsoft office skills, particularly excel.
  • Ability to work proactively and prioritise against deadlines.
  • Strong interpersonal skills and customer focussed, able to effectively liaise with people at all levels and form relationships based on trust (internal and external).
  • Ability to use initiative, identify issues and improvements, and work with others to create solutions
  • Team player.
