Job description

The Department for Environment, Food and Rural Affairs (Defra) is the UK government department responsible for safeguarding our natural environment, supporting our world-leading food and farming industry, and sustaining a thriving rural economy. Government security is undergoing a step change, and now is an exciting time to get involved. The security profession has an increasingly important role to play in a more digital world - the vision is to create an energetic, forward-thinking and technically proficient profession for government that leads the way in balancing security risks with the delivery of cost-effective, high-quality services. As part of this step change, Defra’s specialist security function is currently undertaking a transition to a more integrated model bringing together skills across physical, personnel and cyber security. We are currently recruiting for a Culture and Communications Advisor to support senior management in delivering a robust security function capable of protecting Defra from a wide range of threats.

The Culture and Communications Advisor will be the lead in driving the development of an effective security culture across the Defra Group, providing expert advice on the management of communications and wider group engagement, anticipating, evaluating and highlighting key risks communication risks, acting as a point of escalation for complex decisions from more junior team members and responding rapidly to fast moving communication requirements. The role will include acting as an intelligent customer for clustered services, including the development and delivery of cluster led services.

Responsibilities will include

  • Acting as a subject matter expert at Defra Group level for culture and communications to ensure the constant development of Defra security culture and ability to rapidly communicate with staff when required.
  • Identifying the objectives and scope for security culture across Defra Group as part of the Security Improvement Plan, in consultation with senior stakeholders, including identifying key capability gaps and working to define strategy, gain agreement for improvements and oversee implementation.
  • Providing specialist security input across a large/complex portfolio of engagement channels across Defra Group, including intranet content, email and social media, to ensure that the wider Security Management and Assurance team is able to communicate clearly and consistently with the rest of the organisation.
  • Building and maintaining constructive relationships with CPNI, Clusters and personnel security advisors to assess personnel security maturity across Defra group, identifying key risk areas and roles
  • Developing and leading on execution of security communications, engagement, training and awareness plan to deliver effective security culture across Defra group in partnership with HR, Communications teams.
  • Working with HR and broader security team to develop comprehensive security induction for new starters across Defra group, with enhanced briefings for higher risk roles.
  • Working with senior management, and the relevant cluster security units to develop the clustering model and define the services to be delivered for Defra group, defining objectives for transition roadmap.
  • Engaging with Government Security Profession team within Cabinet Office, at a working level, to develop security profession across Defra group.

Person specification

The ideal candidate will have:

  • Experience of working within central Government or large corporate institutions in cultural change, change management or communications.
  • Experience providing managerial expertise in a culture change, communication or change management role in a governmental or large commercial environment.
  • Problem solving in a complex environment, across multiple stakeholders requiring significant judgement and the highest briefing standards, both written and face to face.
  • Experience of engaging, advising and influencing at all levels of an organisation, including senior managers and proven leadership skills in challenging and complex environments.
  • The ability to take a cross-government approach, considering the impact of your decisions in the broadest of settings.
  • The ability to form excellent relationships within your department and with the wider security community including teams and the UK Intelligence Community.
  • Experience of managing complex and diverse workload, drawing on multiple teams to complete tasks.
  • The ability to contribute to policy development through research and analysing issues, identifying potential issues and determining processes and procedures for policy implementation.
  • The ability to perform effectively to deadlines, maintaining focus in challenging situations and adapting to find solutions that meet the needs of stakeholders.

The successful candidate will either hold SC clearance or will be required to obtain SC clearance prior to commencement of the role.

Important information

Please note that there is the possibility of a number of roles in the security team that may become part of the Home Office government Cluster 2 Security Unit (C2SU) which has a remit to provide services pan government. This role may or may not be subject to a future move under TUPE.
