Summary

About the role

The Office of Rail and Road is undertaking a periodic price review of HS1 Ltd. We are seeking to establish whether the company’s plans for 2020-25 are consistent with the requirements of its Concession Agreement with the Secretary of State for Transport. This role will be a key part of the programme team, ensuring successful delivery of the review.

Key responsibilities

• Providing assistance to the smooth running of the review team. This will include helping to produce and circulate project management documents, recording agreed actions, producing and circulating meeting notes;

• Helping to manage information submitted to ORR as part of the review. This will involve: monitoring a shared inbox and exercising discretion to respond to or escalate responses as appropriate; and logging and filing documents in accordance with the established team processes. It may also involve responding to telephone inquiries from stakeholders;

• Organising formal review meetings and workshops for ORR specialists, HS1 and its stakeholders. The candidate will be helping to coordinate availability of senior internal and external stakeholders, establishing key topics and producing briefing as appropriate. The candidate will exercise appropriate discretion and tact, and escalate any issues around availability or views where appropriate. The candidate will identify and take appropriate decisions with regards to travel arrangements, room bookings, refreshments etc;

• As the work of the review progresses from information gathering and analysis to drafting and implementation, the candidate will be required to assist with referencing and proof-reading to ensure clarity and consistency of documents to be published; and

• The candidate will be expected to help the wider Planning and Performance Directorate. In particular, there will be an opportunity to set up processes for ORR’s new approach to regulating Network Rail.
