The European Patent Office (EPO) is the second-largest intergovernmental organisation in Europe, employing 7 000 staff from over 30 countries.

As the patent office for Europe, the EPO supports innovation, competitiveness and economic growth across Europe through a commitment to high-quality and efficient services delivered under the European Patent Convention. With expert staff, motivated to set worldwide standards, the EPO plays a leading role in developing an effective global patent system. All its relationships – within the Office and with partners around the world – prosper through trust, transparency, fairness and mutual respect. Its processes empower people to use their knowledge and skills to the full.

Within our Information Management (IM) department of the European Patent Office, we deliver IT services to many thousands of patent examiners, support staff and other involved parties, not only in-house, but worldwide.

The IM department of the European Patent Office (EPO) has some 400 permanent staff, as well as a number of managed service providers, working on IT and information processing, with a professional and proactive focus on supporting the EPO's different business processes.

IM is organised according to the Plan/Build/Run model and functions as a Matrix Organisation.

The mission of the Service Integration and Management directorate is to manage the transition of project solutions into the production service environment and to ensure delivery of IM services to the agreed service levels.

The Service Integration department is accountable and responsible for ensuring that all changes to production are fully prepared, approved, planned and deployed in a manner that minimises disruption to operations and end-user services.

Main duties

Demonstrating exemplary behaviour, and upholding and respecting EPO values and regulations, the Production System Integrator/Release Manager will:

  • be responsible for evaluating the impact of proposed changes to services
  • create, resource and execute release plans for the deployment of formal release packages into EPO production
  • if assigned to a Release and Change domain, act as Release Co-ordinator on the Release and Change Board and chair the Technical Release Committee
  • negotiate non-functional and operational requirements with each project and third-party service suppliers
  • engage with development projects and take responsibility for the delivery of non-functional and operational deliverables by the project
  • take responsibility for the development and continuous improvement of Release Management policy, process, procedures and software support
  • foster relationships and interfaces between this unit and other units inside and outside IM

The ideal candidate will have

  • the confidence to work independently and make decisions
  • the ability to manage his/her time effectively and prioritise work appropriately
  • the ability and commitment to manage people in a matrix organisation
  • the ability to manage projects and/or processes
  • a commitment to delivering quality
  • excellent communication skills, both oral and written
  • loyalty, discretion and good interpersonal skills
  • the ability to think strategically and take decisions
  • exceptional organisational skills, and the ability to prioritise and resolve issues efficiently
  • proven team-working skills
  • proven experience in IT operations, service creation and information management
  • proven ability to communicate with senior management
  • the ability to influence, anticipate and manage customer expectations

Minimum qualifications

  • Diploma of completed university studies at master's level or – in exceptional cases – equivalent professional experience
  • Excellent knowledge of one official language (English, French or German) and ability to understand the other two

Citizenship of one of the member states of the European Patent Organisation

Salary and benefits

The EPO offers competitive salaries, an excellent social package, and varied work in a modern international environment. The net (basic) monthly salary* for this vacancy ranges from EUR 5 254 to 7 441, depending on experience. In addition, depending on their personal circumstances, EPO staff may be entitled to relocation benefits and various allowances (e.g. household, dependants', childcare, education, expatriation, installation, rent and language allowance).

Recruitment process

At the end of our selection process, we may place suitable candidates on a reserve list for a limited period of time. Being on a reserve list does not guarantee a job offer or imply any entitlement to employment at the EPO. You will be considered automatically for vacancies in your field. No action is required on your part unless we contact you.

Applications from candidates with excellent knowledge of one official language but able to understand only one of the other two may be considered, if they are willing to learn the third before starting work. In exceptional cases, the Office may alternatively consider offering a fixed-term contract for a maximum of three years instead of permanent employment. Candidates recruited on that basis may be appointed as permanent employees if, no later than four months before expiry of the contract, they can demonstrate that they have attained the level of knowledge of the third official language stipulated in the contract.

Procedure and timeframe

The successful candidate will be selected on the basis of qualifications and experience, supplemented as appropriate by interviews, tests and/or a personality questionnaire.

It is intended to hold the interviews in June in The Hague.

* after deduction of EPO internal tax and before deduction of staff contributions to the social-security and pension schemes.
